Site work and new construction of a military facility in Nevada City, California. Completed plans call for the construction of a military facility; and for site work for a military facility.
The County of Nevada (County) is requesting competitive proposals for Design/Build services to design and construct the new Nevada County Regional Law Enforcement Indoor Shooting Range (Shooting Range) located at 434 Kahele Court, Nevada City, CA 95959. The County's Request for Proposals is a competitive selection process which will proceed in two phases. Phase 1 is the Prequalification Phase in the Design/Build Entity (D/B Entity) selection process. This phase consists of an objective scoring methodology to rank candidate design/build teams. The Prequalification Phase will include the Prequalification Document submittal and interviews of each D/B Entity who achieves the requisite point totals on the scored questions. The result of Phase 1 will result in only the four (4) top ranked D/B Entities will be allowed to participate in Phase 2. Phase 2 is the Technical Proposal Phase of the selection process. The County will distribute the Technical Proposal Documents to those firms prequalified in Phase 1. The Technical Proposal Documents will be a detailed description of the County's expectations for the Shooting Range, including the Project Goals and Vision, Design and Performance Criteria, for Sustainability Energy Requirements, Program, Site Design, Building Design, and Building Systems Criteria, Project Construction Cost Range, Design/Build Agreement, known site conditions and other pertinent project information. The Technical Proposal Documents will also stipulate the minimum deliverables and level of detail required in the proposal submittals for consideration. During the proposal development period, the County will conduct a series of informal and confidential conferences with the three D/B Entities. Upon submission, the County and its review team will evaluate the proposals on their merits and conformance to the published performance standards. The proposal demonstrating its adherence to the Design and Performance criteria and overall best value will be awarded the design/build contract for the Shooting Range. Pending Board of Supervisors approval, a stipend of $12,500 will be paid to the unsuccessful proposers who complete Phase 2 of the RFP process. This Phase I RFP includes a description of the scope of work, proposal requirements, and instructions for submitting your proposal for the Prequalification Phase.
