Additionally, as further described in the Project Manual, each Proposer shall supply a proposal bond or cashiers check in the amount of ten-thousand dollars ($10,000.00) with its proposal. Any and all questions relative to this project shall be directed in writing by e-mail only to Samantha Ham at sham@gmscfl.com, with a copy to Lauren Gentry at lauren@cddlawyers.com no later than Friday, February 21, 2025, at 5:00 PM (ET). Any Protest Regarding the Project Manual, Including but Not Limited to Protests Relating to The Proposal Notice, the Proposal Instructions, the Proposal Forms, the Contract Form, the Scope of Work, the Maintenance Map, the Specifications, the Evaluation Criteria, the Evaluation Process, or Any Other Issues or Items Relating to the Project Manual, Must Be Filed in Writing Within Seventy-two (72) Hours After the Day of the Pre-proposal Meeting. The Formal Protest Setting Forth With Particularity the Facts and Law Upon Which the Protest is Based Shall Be Filed Within Seven (7) Calendar Days After the Initial Notice of Protest Was Filed. Failure to Timely File a Notice of Protest or Failure to Timely File a Formal Written Protest Shall Constitute a Waiver of Any Right to Object or Protest With Respect to Aforesaid Plans, Specifications or Contract Documents. Additional Information and Requirements Regarding Protests Are Set Forth in the Project Manual and the District's Rules of Procedure, Which Are Available From the District Manager at 9428 Camden Field Parkway, Riverview, Florida 33578. The Meetings Are Open to the Public and Will Be Conducted in Accordance With the Provisions of Florida Law. There May Be Occasions When One or More Board Supervisors or Staff Members Will Participate by Telephone. At the Above Locations Will Be Present a Speaker Telephone So That Any Board Supervisor or Staff Member Can Attend the Meetings and Be Fully Informed of the Discussions Taking Place Either in Person or by Telephone Communication. The Meetings May Be Continued in Progress Without Additional Notice to a Time, Date, and Location Stated on the Record. If Anyone Chooses to Appeal Any Decision of the Board With Respect to Any Matter Considered at a Public Meeting, Such Person Will Need a Record of the Proceedings and Should Accordingly Ensure That a Verbatim Record of the Proceedings is Made Which Includes the Testimony and Evidence Upon Which Such Appeal is to Be Based. In Order to Submit a Proposal, Each Proposer Must: (1) Be Authorized to Do Business in Florida; (2) Hold All Required State and Federal Licenses in Good Standing; (3) Have at Least Five (5) Years of Experience as a Landscape and Irrigation Maintenance Contractor; and (4) Submit the Required Proposal Guarantee.. The District has the right to reject any and all proposals and waive any technical errors, informalities or irregularities if it determines in its discretion it is in the best interest of the District to do so.
