Construction of Contract No. 2 -- Construction of two new well buildings with associated piping, electrical, mechanical, site restoration, plumbing, and all necessary site work. "Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the federal "Build America, Buy America Act" requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4." A. Contractor shall furnish all labor, equipment, and materials necessary to construct and furnish 2 new well buildings, complete withal equipment and appurtenances as shown on the construction drawings and described in the following specifications. In general, the major components of the proposed Work under this Contract will include, but not be limited to, the following items: 1. Construction of new underground piping to be used during construction of well #1. 2. Construction of sanitary sewer service. 3. Demolition of well #2 existing building and piping. 4. Construction of Well #2 building, piping, and appurtenances. 5. Construction of new electrical service to well #2. 6. Demolition of Well #2. 7. Construction of remaining underground piping to be final piping for well #1 and #2. 8. Construction of Well #2 building. 9. Construction of electrical service. 10. Installation of Fire Hydrants at 5 remote locations. 11. Installation of SCADA equipment. 12. Installation of Security System. 13. Site restoration. 14. Provide startup and operation and maintenance instructions as noted herein. 15. All other miscellaneous work and equipment as shown on the construction drawings for a complete and operable iron pressure removal filter. Well#1 / Well#2 / Water Tower: - Design, Build, Supply and Configure VFD Panels - Design, Build, Supply and Configure SCADA Well Control Panels. - Programing for Well #1 and Well #2 SCADA PLCs and Operator Interface Touchscreens. - Supply and Configure Chemical Feed Pumps - Supply and Configure Chemical Tank Level Devices - Install, Configure and Program Tower PLC Upgrade (added to existing control panel inside of water tower) - Remove existing system and give to the Village for proper safe keeping during the construction. - Install new system after new well buildings #1 and #2 are completed. - New system shall use existing system components to complete the new system which shall include security cameras at the southwest corner of well #2 and at the southeast, southwest, northeast corner of well #1 as needed to provide security access to all of the doors for well #1. - Provide a 32" monitor and wall mount to show the security system in detail. - Install monitor in storage room of well #1 unless otherwise directed by Village
