The referenced brand names/models identified herein are for identification and performance level purposes only and are in no way intended to limit competition. Requests for approved alternates are encouraged and all submittals will be carefully reviewed and seriously considered for this application, by the Contract Representative. The Offeror is encouraged to read the Solicitation documents very carefully, as the City shall not be responsible for errors and omissions on the part of the Offeror. Offeror shall familiarize themselves with the nature and extent of the solicitation and contract documents, work to be performed, all local conditions, and federal, state, and local laws, ordinances, rules, and regulations that may in any manner affect cost, progress, or performance of the work. 1.0 GENERAL VENDOR QUALIFICATIONS The Contractor shall be in compliance with all applicable Federal, State, Local, ANSI, and OSHA laws, rules, and regulations, and all other applicable regulations for the term of this contract. The Contractor, without additional expense to the City, shall be responsible for obtaining and maintaining any necessary licenses and permits required in connection with the completion of the required services herein. The Contractor shall not subcontract any segment or services covered herein, without prior approval of the Contract Representative. All subcontractors used under the scope of this contract shall meet all requirements, terms, and conditions set forth herein. All subcontracted services shall be warranted by and be the responsibility of the Contractor. DESCRIPTION: CONTRACTOR shall furnish all labor, licenses, and permits, as well as material and equipment necessary to maintain the City locations as specified herein. For this contract, the CONTRACTOR shall be a licensed landscape contractor and licensed by the Registrar of Contractors. CITY is requiring the CONTRACTOR to have a qualifying party, at the time of submittal and during the term of the contract, with an C-21 license with the Registrar of Contractors as well as a qualifying party with a B-3 and B-5 license with the Office of Pest Management. The specifications listed herein are the minimum requirements and are intended to govern this contract. The CITY reserves the right to evaluate variations from these specifications. All work specified herein shall be completed under the direction of and to the satisfaction of the Contract Representative/designee. All areas shall be mowed and trimmed in accordance with specifications. The city reserves the right to add or deduct sites from the contract. As additional facilities are built within the city, they may be added via an addendum to the maintenance of this contract at a negotiated price. If at any time during this contact the CITY reduces the turf area by 20% or more, Contractor and CITY will renegotiate an updated cost for that park. CONTRACTOR shall be required to have the equipment on hand necessary to perform contract requirements. CONTRACTOR shall list all equipment to be used on this contract on SITE INSPECTION: CONTRACTOR shall visit the site(s) and familiarize themselves with any conditions that may be present. Submission of a bid will be prima facie evidence that the CONTRACTOR did, in fact, make a site inspection and is aware of all conditions affecting performance and bid prices. Maps for all sites are attached. Definitions Mow - The act of cutting grass or other ground vegetation to a specified height, using a lawnmower or similar mechanical equipment, to maintain an aesthetically pleasing and functional landscape. The frequency, height of the cut, and area to be mowed shall be specified below. Mowing shall include the removal of visible clippings from hard surfaces, walkways, and landscape beds immediately after the mowing process is completed. String Trim - String trimming refers to the precise cutting and removal of grass, weeds, or vegetation along fences, near amenities and hard-to-reach areas, typically using a specialized tool such as a string trimmer, to maintain clean and uniform appearance. Edge - The process of trimming and defining the edges of grassed areas, along sidewalks, driveways, curbs, landscape beds, and other hard surfaces, to maintain a neat and uniform boundary. Edging shall be done using an appropriate mechanical tool, such as a string trimmer or blade edger, and shall be performed in a manner that avoids damage to adjacent surfaces or plant material. All trimmings shall be cleaned up and disposed of after the edging is completed. CONTRACTOR shall mow, and string trim where necessary, grass areas to approximately one and one-half to two inches (1 1/2 " to 2") in height. Uneven cuts, scalping, and varying heights will be considered unsatisfactory to CITY standards. CONTRACTOR may be penalized up to the full cost of the mowing for failure to comply. Turf areas shall be mowed, string trimmed and edged at the frequencies detailed below. Frequencies are subject to change as the contract representative sees fit to meet department needs and in addition will be reviewed annually in conjunction with the final budget adopted by the City Mayor and Council Monthly, October - April Weekly, May - September All mowing, trimming and edging tasks initiated in parks shall be completed during the same working day. Parks with large turf areas may be split between multiple days; however, any section where mowing is initiated must be completed (mowing, edging, hard surface sweeping, blowing of walks, and planters of grass & debris) during the same working day. CONTRACTOR shall collect and remove all grass clippings if any remain after mowing. Disposal of all debris shall be at no extra cost to city. CITY is responsible for trash removal in city parks. All efforts shall be made to remove litter in turf areas before mowing. Mowing of litter is unacceptable. If litter is found in turf areas before mowing, CONTRACTOR shall be responsible for removing this litter prior to the mowing operation. Park turf areas identified and scheduled for mowing per the CONTRACTOR and/or agreed to by the CITY, shall be mowed, maintained, and adhered to per the schedule. If temporary obstacles occur that prohibit the scheduled maintenance, the contractor shall move or eliminate the obstacle, contact the City's representative, and/or courteously request that the public, residents, or personnel briefly relocate to allow completion of the scheduled mowing or maintenance. The Contract Representative/designee will determine when a portion of any grass area cannot be mowed due to excessive ground moisture, standing water, or irrigation water. The percentage not mowed will be deducted from the per mow cost. The CONTRACTOR must return and mow the saturated areas within two (2) days of it being dried. Contractor shall adhere to industry standards by thoroughly cleaning all mowing equipment, including mowers, between mow sites. This practice is essential to prevent the spread of invasive species, weeds, and diseases, ensuring the health of the landscape across different locations. Failure to comply may result in contract penalties or termination. Initial completion of edging along sidewalks, driveways, curbs, landscape beds, and other hard surfaces to bring all edge lines into compliance shall be completed within the first three (3) months of this contract term. CITY staff may request certain edges, fence lines, trees, and borders to be chemically treated. Chemical control of grass may be permitted along chain link fences, around signposts, underneath certain play equipment, structures, certain trees, and in sidewalk expansion joints at the discretion of the contract representative. ALL herbicide applications for edging or otherwise must be performed in accordance with the State of Arizona Office of Pest Management's Rules and Regulations. CONTRACTOR shall be required to maintain proper licensing for the specific pest control to be utilized. CONTRACTOR shall furnish properly certified and trained personnel and equipment for routine grass control and spraying. CONTRACTOR shall document all spraying activities. NO SUB-CONTRACTORS SHALL BE USED. CONTRACTOR shall be responsible for all chemical and/or other accepted methods of weed control. Any herbicide used shall be considered a management tool and will not be paid for by CITY. CONTRACTOR shall provide a Safety Data Sheet (SDS) to Contract Representative for all chemicals used prior to application. The Contractor MUST receive approval from the City before placement of any chemical material. Line trimmers shall not be used around trees or shrubs unless approved for use by the Contract Representative. If damage to the trees or shrubs is evident, it shall be CONTRACTOR's responsibility to replace said tree/shrub in kind, with no additional cost to CITY. Damage to the tree/shrub shall include but is not limited to any girding or bark removal, a broken trunk, leader, or main branch which disfigures the plant, and/or stunting, or leaf drop. Any special mowing or vacuuming required will be paid for at the price agreed upon by an extra work authorization. 2.0 SPECIAL MOWING REQUIREMENTS A. Sports Fields In designated parks, certain sports fields have a MOWING FREQUENCY OF TWICE PER WEEK year-round. Mowing height shall be set at 1" - 1 1/2 " for the "in- play" area of all designed sports fields unless otherwise directed by the Contract Representative/designee. For soccer fields, this shall be line-to-line; for baseball, softball fields, flag football fields, and cricket fields, it shall be fence-to-fence or the granite-to-granite area. Spectator areas are not part of the sports field mowing requirements. All clippings and/or debris generated from the mow shall be collected and removed immediately from the site and disposed of in an approved container or at a landfill. DESIGNATED PARKS and DESIGNATED SPORTS FIELDS Lincoln Park Softball Fields 1- 8 Gene C. Reid Park Annex Fields 1, 2, 3, 5 Doolen Middle School Soccer Fields Booth Fickett Magnet School Soccer Fields B. Public Pools During the months of June and July, turf within designated public pool areas must be completed by 6:45 am. DESIGNATED POOLS Jacobs Pool Himmel Pool Quincy Douglas Pool Purple Heart Pool C. Dog Parks The following dog parks need to be mowed on the days and times listed: Anza Dog Park - Wednesdays between 9:00am - 1:00 pm Christopher Columbus Dog Park - Wednesdays between 9:00am - 1:00 pm Jacobs Dog Park - Mondays Between 9:00am - 1:00pm North Sixth Avenue Dog Park - Tuesdays Between 9:00am - 1:00pm Wagging Tails Dog Park (Lincoln Park) - Wednesdays between 9:00am - 1:00pm D. Annual Over-Seeding CONTRACTOR shall provide pricing to scalp and overseed designated park spaces and sports fields. Parks that are over-seeded will be closed for a growing-in period for approximately six (6) weeks. Overseeding is to be scheduled from the Second week of September through October 31st, annually. CONTRACTOR shall be responsible for mowing this acreage on a weekly basis from November 1st thru April 30th. DESIGNATED PARK SPACES AND SPORTS FIELDS Abraham Lincoln Park Softball Fields: #'s 1- 8 Abraham Lincoln Park COPA Event Space Reid Park Annex Fields: #'s 1, 2, 3, 5 WATER: The CITY furnishes all water for turf and landscape requirements. The City of Tucson (CITY) is accepting sealed Request for Proposals (RFP) to enter a term contract to provide Mowing Services at the sites listed in accordance with the specifications listed herein. This RFP is for Group 1 ONLY. There are two (2) additional RFP's for Group 2 and Group 3.
