Solicitation The Federal Bureau of Prisons (FBOP) is issuing solicitation 15BFA025B00000011 for the award of a firm-fixed-price construction contract for a project entitled FSA Building 283 & 300 Roofs at the Federal Correctional Institution (FCI Big Spring), located in Big Spring, Texas. FCI Big Spring is a federal correctional facility located at 1900 Simler Drive, Big Spring, TX 79720. The project consists of the following: The intent of this project is to remove two existing roofs and install a new modified bitumen roofing system. The roofs are approximately 18,377 square feet with 1,048 linear feet of drip edge and 18,464 square feet with 905 linear feet of drip edge respectively. See the Statement of Work/Specifications attachment included with the solicitation posting for the complete requirements of the work. The performance period for the project will be 217 Calendar Days from issuance of the notice to proceed. The NAICS code for this requirement is 238160 with a corresponding small business size standard of $19 million. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $1,000,000.00 and $5,000,000.00. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.) The solicitation will be distributed solely through the Contract Opportunity website at https://www.sam.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. The "Sensitive /Secure package Upload" option will be selected for this procurement. All secure/locked documents uploaded, to include the solicitation, will require an active SAM vendor registration to obtain access. In addition, only those vendors who have been issued a valid Marketing Partner Identification Number (MPIN) from www.sam.gov will be granted access. If your firm does not have the NAICS code listed in www.sam.gov required for this solicitation, an email may be forwarded to your firm requesting an explanation as to why your firm should be granted access. All future information about this solicitation, including any amendments, will also be distributed solely through this website. Interested parties are responsible for continuously monitoring this website to ensure that they have the most recent information about this proposed contract action. IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in https://www.sam.gov. In order to qualify for award, your business size metrics information entered in your www.sam.gov SAM registration must be less than or equal to the size standard specified above. Each bidder's www.sam.gov registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement. All bidders are urged to double check their www.sam.gov registration and update as necessary, including the size metrics information. This is a 100 percent small business set-aside. You must be registered in www.sam.gov as a small business for the applicable NAICS code (see FAR provision 52.219-1 in the Representations & Certifications section of your www.sam.gov registration). Please be present in the Front Lobby no later than 8:45 a.m. to begin processing with the Front Lobby Officer. This will ensure the meeting is started on time. All prospective bidders who plan to attend this site visit, though attendance is not mandatory, are required to complete the "Authorization for Release of Information" Criminal History Check Form (in Section 5 - attachments) and email to r2luke@bop.gov. Ensure you have a coversheet with your firm's information and address the coversheet to Mr. Luke. If you need to contact Mr. Luke regarding your clearance, his phone number is 432-466-2300 x 1418. Do not call Mr. Luke for any other purpose regarding this solicitation. All forms shall be filled out legibly in dark ink or typewritten and must be submitted no later than February 27, 2025. 12:00 noon local time. This will allow the Bureau of Prisons ample time to conduct a limited background security clearance for all persons who will be attending this conference. If you do not submit this form by no later than February 27, 2025. 12:00 noon local time , you will not be granted access to the pre-bid meeting or site. This will be the only site visit that will be held. Please do not request an additional date, as it will not be granted. Questions: Oral questions asked at a Site Visit are not acceptable due to the possibility of misunderstanding or misinterpretation. Any questions relating to the solicitation after the closing of the pre-bid conference/site visit shall be sent in WORD FORMAT to Patrick Ford, FAO Contracting Officer, via email at pford@bop.gov. In order to provide sufficient response time prior to the bid due date, the Government is establishing that questions about the solicitation be submitted no later than March 7, 2025 @ 10:00 am PST. Answers will be posted via amendment on SAM.gov along with site visit meeting minutes.
