Site Address: 515 S 288th Stdes Moines, Wa 98198 Site Directions: Redondo Wastewater Treatment Plant 515 S 288th St Des Moines, Wa 98198 Description: All work and materials necessary to complete construction of upgrades to Biotower No. 1 at the District's Redondo Wastewater Treatment Plant (WWTP) to include, but not be limited to, tenting of the Biotower during construction phase; abatement of asbestos containing Galbestos metal siding; demolition of all siding and associated support components; temporary removal and reinstallation of the fiberglass roof cover; removal and replacement of the air handling ducts and fans and provision of temporary ducting as needed in both biotowers; removal and reinstallation of the aluminum panels at the base of the biotower with new fasteners; removal and disposal of all existing plastic filter media; cleaning, pressure washing, and joint inspection of the steel framing and any necessary repairs; sand blasting and containment of lead based paint; recoating of the steel structure; handling and installation of Owner-furnished plastic media system including transport of media from the District's Lakota WWTP site; installation of new steel siding and associated support system and accessories; removal and installation of new rotary distributors in both biotowers; and site clean up; all as required to complete the Work in accordance with the Specifications and Drawings. The request for such explanation or interpretation shall be made in writing and the person submitting the request shall be responsible for its prompt delivery. Such interpretation or explanation shall be given by the Owner in writing and a copy shall be filed in the office of the Owner. The Ownershall not be responsible for any other explanation or interpretation of the Contract Documents. Special attention is called to the extreme importance of timely completion of the work on this Project due to regulatory and operational constraints that limit the construction window to periods of lower flows to the Wastewater Treatment Plant. The failure of the Project to be completed on time poses severe risks associated with failure of the treatment process at the Plant and related environmental damage that could expose the Owner to penalties, fines, and clean-up costs to remediate biological impacts of untreated, or partially treated, wastewater on the local marine environment. To the extent attributable to Contractor delays, these penalties, fines, and clean-up costs will be assessed against the Contractor, in addition to liquidated damages, as specified in the Contract. The liquidated damages do not cover the costs of penalties, fines, and clean-up costs. Additionally, if there are Contractor delays, Contractor may, pursuant to the terms of the Contract, be required to accelerate work at its own cost to ensure the timely completion of the Project. If there are delays attributable to the Owner or to force majeure, the Owner has the right, but not the obligation, to direct the Contractor to accelerate its work at the Owner's cost. *The value for this project is based on a financial range.
