Project Description: The City of Hayward (the "City") is seeking a seeking a third-party implementation team (hereafter referred to as "Consultant") to manage the City's Heat Pump Water Heater Direct Installation program ("HPWHDI"). It is expected that the Consultant will be capable of managing the program and installing equipment and may be a team that includes both a program administrator and one or more installation contractors. The HPWHDI will provide installation of electric heat pump water heaters to replace natural gas water heaters in low-income households located in census tracts in Hayward, northwest of Hesperian Boulevard, and enrolled in the FERA or CARE low-income discount programs.
