As of November 4, 2025, project awarded, design team identified. Summary The Kenton County Airport Board ("KCAB") is soliciting Statements of Qualifications (SOQ) for a consultant to perform Civil Site Design Services for a future MRO Hangar complex, called Hangar Row, at the Cincinnati/Northern Kentucky International Airport ("CVG"). At a minimum, this design will consist of the following scope: Design to the 30% level of detail a MRO Hangar complex that provides grading analysis for facility development, taxiway connectivity, aircraft apron parking, a suitable hangar(s) construction site, automobile and truck parking, roadway access and utility rights-of-way; Design MRO Hangar site that fully considers security, safety, and service; Design to accommodate the operating needs of future tenants in a cost effective, efficient environment; Design MRO Hangar Row site to meet CVG sustainability goals. Design to the 30% level of detail an ARFF and PD Training Center site that provides roadway connectivity, automobile and truck parking, grading analysis for facility development, and utility rights-of-way; Design to the 30% level of detail the ARFF and PD Training Center site to meet CVG sustainability goals. Scope of Work or Project Details The scope of the project is to provide design up to the 30% level of effort an integrated MRO Hangar Complex (the "Complex") with aircraft apron, hangar area, engine run-up facility, and the design of the ARFF and PD training facility sites. The Hangar Row site is divided into four phases and are illustrated in the conceptual drawings below. This 30% design effort is related to Phase and the area related to ARFF and PD Training Center. Design is to be based on the Alternative 6A Phases 1 and 2, as shown in Exhibit 1, which includes Access Roadway improvements on Youell Road from Limaburg Road, extension of Youell Road to the Complex, ARFF and PD training facilities and a connector to Gateway Blvd. The design is to also include Phase 1 Hangar site with Taxiway Stub connecting to Taxiway M, Aircraft Apron, Vehicle Parking and aircraft Run-Up Pad. Phases 3 and 4 will be noted as land use and access roads reserved for future MRO or related support activities. Phases 3 and 4 do not require 30% design. Hangar Row, Phase 1 Site and ARFF and PD Training Center Site ~ 30% Design Provide a 30% design for two sites (the first being the Hangar Row site and the second being the ARFF and PD Training Center Site) including all infrastructure, utilities, taxiway design, siting proxy-hangar(s), and construction project prioritization, so that MRO partners can have an investment-ready site. Provide access design for roadways to both sites; provide taxiway/apron access design. Project tasks are to include: Geotechnical Investigation - Geotechnical research for roads, apron, hangar foundation and stormwater drainage are to be included in the 30% design. Roadway Access Design Drainage Design Cut and Fill Design including fill source and logistics Wastewater System Design Broadband/Internet System Design Electric & Gas System Design Site Mass Grading Plan Taxiway M Connector Design Site and Hangar Design implications to RTR Antennae functionality ASOS relocation Design Environmental Compliance Construction Cost Estimate with any Add Alternatives Question Deadline 01/27/2025 at 11:59 PM ET The deadline for questions and answers will be posted no later than 11:59 pm on Thursday, January 30, 2025. The Owner in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
