The Kenton County Airport Board (KCAB) is soliciting bids for Environmental Systems Conveyance Maintenance at the Cincinnati/Northern Kentucky International Airport (CVG). KCAB is seeking a qualified, experienced, and responsible contractor to perform upgrades and repair and maintenance on the environmental conveyance equipment on an as-needed basis. No bids will be accepted after that time unless such date or time is extended pursuant to an addendum issued by KCAB. KCAB reserves the right to waive any informality or irregularity in any proposal or bid guaranty, to reject any or all proposals, to award or refrain from awarding a contract for the work, and to negotiate with the apparent qualified responsible proposer to such extent as may be beneficial to KCAB. Preference for Kentucky resident bidders will be applied in accordance with Kentucky law. KCAB in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The deadline for questions is 11:59 pm on Tuesday, March 4, 2025, and answers will be posted no later than 11:59 pm on Thursday, March 6, 2025. Project Contact Diane Russ Contract Administrator & Buyer 77 Comair Blvd. Erlanger, KY 41018 Email: procurement@cvgairport.com Phone: (859) 767-7900 Scope of Work The successful bidder (Contractor) must provide all labor, equipment, vehicles, tools, and other items to perform upgrades and maintenance on the environmental systems conveyance equipment as listed below. All parts for these services will be supplied by Contractor unless stated otherwise. Contractor may charge no more than the specified markup for parts and must provide an invoice for purchase of parts from the manufacturer/distributor. Contractor must provide KCAB with all manufacturer warranty documentation, user documentation, manuals and materials related to the repairs (User Materials). KCAB may make additional copies of the User Materials for its use in operating the equipment. All copies will include Contractor's confidential notices as they appear on the copies provided by Contractor. For a period of one year following the acceptance date, the Contractor must warrant and represent that all labor and material: (i) is free from defects, errors, and malfunctions in material, design and workmanship; (ii) is suitable for KCAB's normal use and service; and (iii) conforms to the requirements of this bid. During the Warranty period, if any aspect of the work and/or service fails to meet the foregoing warranties, Contractor must immediately either repair or replace the nonconformity at no additional charge to KCAB. All services must include completed documentation of tasks, preventative maintenance and projects. All documentation must be approved by the contract manager or designated department personnel. 1. KCAB desires to have condition assessments performed on the various pump stations and valve pits. Based on the assessments, as well as the knowledge of known issues with these assets by the KCAB staff, perform repairs and/or replacements of the equipment as necessary. As part of the condition assessments, an equipment inventory and measurements of the pump station and valve components is required to ensure proper ordering. Drawings for the pump stations and valve pits can be provided upon request. The following list of equipment are known issues by KCAB staff. Replace aeration valve for Extended Aeration Activated Sludge (EAAS) Basins Replace valves in digester pits Pump station rehab remove existing guide rails and install new guide rails, piping changes, and stem extensions to raise actuator above the water line 2. KCAB also has multiple lids in need of repair or replacement. KCAB has various types of lids from different manufacturers. Some of these lids are standard manhole lids that need to have bolts installed to spring (gas and standard) assisted lids. Based on location, some of these lids require certain requirements for load rating and all lids, regardless of location, must have the ability to remain fully closed. Reference Attachment A for photos. 3. Perform Annual Preventative Maintenance on (33) air check valve stations. Annual Preventative Maintenance includes testing each air check for proper operation. In addition, each unit should be drained, cleaned, greased, and the air valve unit epoxy coated as needed. KCAB must be informed of any air checks valve stations found to be deficient. This work may require permit for confined space entry. Reference Attachment A for photos. 4. Additional On-Call As-Needed Services Contractor must provide work similar to the tasks as described in the Invitation to Bid as needed on a time and materials basis. The contractor must coordinate any as-needed work with KCAB personnel on a case-by-case basis, and in some instances, the work will require confined space entry. The additional as needed services could also include the inspection or replacement of various sanitary pump stations and components, removal of existing piping and installation of new piping for the conveyance of air from blowers or stormwater. Types of piping materials may include stainless and HDPE. HDPE piping may require fusion welding to ensure durability. The contractor must provide all-inclusive hourly rates for personnel and equipment needed to perform work on an as-needed basis. 5. Contractor must ensure that all work conforms to all state and federal regulations, KCAB rules and regulations, state and local building codes, and all applicable regulations or standards. Contractor is responsible for all required permits and inspections. Please see the Attachments section for complete Specifications and Attachments.
