The Southeastern Regional Services Group (SERSG) invites bids for Cold In-Place Recycling to be performed during the one-year period March 1, 2025 to February 28, 2026. Contracts will result with the Towns of Abington, Bellingham, Bridgewater, Canton, Dighton, East Bridgewater, Easton, Foxborough, Hanson, Lakeville, Mansfield, Medfield, Middleborough, Milton, Norfolk, North Attleborough, Norton, Plainville, Raynham, Sharon, Somerset, Stoughton, Swansea, West Bridgewater and Wrentham, and the Cities of Taunton, and Brockton. A Bid Bond equal to 5% of the value of the bid payable to the SERSG Service Corp. must accompany the bid. Bid securities will be returned upon execution of the Contract or within 60 calendar days of the bid date if no award is made. Official bid packages will be emailed only to vendors on the Massachusetts Department of Transportation list of prequalified contractors for each class of work. The estimated-value and class of work for Pre-Qualification purposes is included in the IFB. Requestors not on the Pre-Qualification list will receive an unofficial bid package, which will not be accepted for bids on items requiring Pre-Qualification. All bidding shall be in accordance with relevant sections of M.G.L. Chapters 30 and 149. Prevailing wages must be paid by the Contractor. Work performed under these contracts must comply with all current Massachusetts Law and Executive Orders including, but not limited to, non-discrimination and equal opportunity laws and regulations. A successful contractor shall also comply with Chapter 306 of the Acts of 2004, which pertains to the health and safety on public construction projects and work. The Awarding Authority will be the Board of Selectmen/Select Board, Town Manager, Town Administrator, Mayor, or Chief Procurement Officer of each SERSG municipality participating in this procurement. A contract will be awarded by each participating municipality to the lowest responsible and eligible bidder for each Item of Work. A Bidder awarded a Contract will be required to submit a labor and materials bond issued by a surety company licensed by the Commonwealth's Division of Insurance in an amount equal to 50% of the estimated value of each contract awarded when work with a municipality is schedule. All interested parties may attend. Bids may be held by SERSG for a period not to exceed sixty (60) days.
