The goal of this Request of Information (RFI) is to solicit information from industry to assist the Texas Department of Criminal Justice (TDCJ) in structuring a future solicitation for on-site solar PV installations at TDCJ facilities that will allow be implemented using an energy savings performance contract (ESPC). This is a no cost solicitation, and no award will be made. The goal of this RFI is to solicit information from industry to assist the Texas Department of Criminal Justice (TDCJ) in structuring a future solicitation for on-site solar PV installations at TDCJ facilities that will be implemented using an energy savings performance contract (ESPC). An ESPC is a project structure that allows state agencies to implement cost-saving energy conservation measures (ECMs) on agency buildings/land without upfront capital by leveraging future energy savings. Under an ESPC, the costs of implementing an ECM (in this case the ECM is an onsite renewable energy generation system) is repaid by the resulting energy savings. The ESPC must meet all ESPC statutory and regulatory requirements (See Texas Government Code Section 2166.406 Energy Saving Performance Contracts.) Respondents should be familiar with the ESCO qualifications required by statute, including but not limited to prior experience, bonding capability, guarantees, third party engineering review, and review and approval by the State Energy Conservation Office (SECO).
