This Request for Quotations (the "RFQ") is an invitation by The Corporation of the City of Kawartha Lakes ("the City") to prospective Proponents to submit Quotations for RFQ 2025-013-HSRFQ Supply, Delivery and Implementation of Pedestrian Counters, for the provision of all design, labour, equipment and materials necessary, as further described in Appendix C the RFQ Particulars. The City of Kawartha Lakes is a single tier municipality of towns, small villages, and rural gems connected by lakes, rivers and bountiful farmland. Kawartha Lakes is located 90 minutes northeast of Toronto, Ontario and was formed in 2001 through the amalgamation of the County of Victoria and its 16 townships. Kawartha Lakes is home to approximately 80,000 year-round residents, 30,000 seasonal residents, and welcomes over 1.6 million domestic tourists annually. The City is forecast to grow to 117,000 year-round residents (1.58% annual growth rate) and 39,000 jobs (1.49% annual growth rate) by 2051, with a significant increase in the next 10 years in residential development through current subdivision developments and recent Minister's Zoning Orders. Geographically spanning 3,000 sq. km, communities, farmland, forests, lakes and waterways underpin the character of the City and shared experiences for residents, visitors and businesses alike. The Economic Development Division is seeking the purchase and installation of two (2) pedestrian counters to pilot a program for 2025. Pending the success of the pilot program, consideration will be made to expand the counters into additional downtown locations. Pedestrian counters are to be installed at strategic locations to measure pedestrian traffic on sidewalks and detect their direction of travel. By accurately measuring foot traffic and visitor trends, local businesses can make data-driven decisions to attract new customers, optimize operating hours, and efficiently allocate staff resources. The project aligns with our commitment to economic development, supporting the growth of businesses and enhancing the overall vibrancy of our downtown areas.
