** As of April 1, 2025 this project has not yet been awarded. A timeline for the award has not yet been established.** 1. 2025 Chip Sealing & Crack Sealing of Various County Roads (B-25-05) 2. Cleaning of Leachate Lines, Toe Drains, Force Mains and Sumps at the Sullivan County Landfill (B-25-06) The Sullivan County Landfill Phase I leachate collection system consists of six (6) cells, each with three to four primary collection lines and a sump. The maximum length of an individual line is 1,000 feet with an inside diameter of six (6) inches. The pipe material in cells 1,2,3 and 6 is high density polyethylene (HDPE) and in cells 4 and 5, polyvinyl chloride (PVC). Each collection line in cells 1 through 5 extends the full length of the cell with a cleanout at each end. At the sump end of each cell is a cleanout cross connection which terminates in the sump. In cell 6, the three primary leachate collection lines terminate in the sump. Sump access is through an 18-inch or 24-inch HDPE side slope pipe riser. All lines and sumps shall be cleaned on an annual basis. Truck access is within ten feet of all cleanouts and sumps via a paved perimeter road. The inactive (capped) County landfill and Village of Monticello landfills each have a perimeter toe drain collector with cleanouts which terminate at pump stations. The inactive County Landfill toe drain measures 3,560 feet and consists of four (4) inch diameter HDPE. The Village landfill toe drain measures 2,100 feet and consists of four (4) inch diameter PVC. A two (2) inch diameter HDPE force main connects pump stations between these two landfills. Truck access is generally within ten feet of the cleanouts along a paved or gravel perimeter road. Two access points require the traversal over the landfill cap. A smaller truck, harden trailer jetter, model 4016 or equivalent, will be required at toe drain locations. LINE CLEANING METHOD: The County Landfill Phase I collection lines shall be cleaned (flushed) continuously in one direction, utilizing a vactor jet rodder with pulsator until the cleaning nozzle exits the other end of the line with the exception of cell 6, in which case the termination is in the sump. The vendor's equipment MUST be capable of handling 1,000 feet of hose on the reel and delivering 80 gpm at 2,500 psi. Confined space entry MAY be required at toe drain pump stations. SUMP AND PUMP STATION CLEANING AND CONTENTS REMOVAL: At the conclusion of the cleaning of the leachate collection lines, all sumps (6) and toe drain pump stations (6) shall be cleaned with a combination vactor jet rodder and vacuum tanker truck. The Vac Truck is required to have at minimum 150' of flexible suction line to clean cells 1 through 6. All contents shall be removed and transported to a licensed wastewater treatment plant. All transported liquid contents shall be weighed at the landfill scalehouse prior to leaving the site. CAMERA INSPECTION: At the discretion of the County, the contractor shall perform a camera inspection utilizing a six (6) inch crawler camera. A video shall be made of each pipe cleaning and provided to the County on completion. SCALE REMOVAL: In the event that an obstruction is encountered, removal shall be accomplished using a hydraulic diamond tip cutter. Once an obstruction is removed, the line shall again be inspected with the camera for purposes of confirmation.
