Installation of Intelligent Transportation Systems Between Milepost 56.80 and Milepost 341.45 and Milepost a-54.60 And Milepost a-77.20 in Allegheny, Somerset, Fulton, Huntingdon, Franklin, Montgomery, Lehigh, and Carbon Counties This project provides for the necessary labor, material, equipment and work to install fourteen (14) completely functional Changeable Message Sign (CMS) systems, one (1) completely function Closed Circuit Television (CCTV) systems, and furnishing and installation of foundations, structures, power, communication conduit and wiring, and the decommissioning of fourteen (14) existing CMS and one (1) existing CCTV. All CMS, controllers, and CMS cabinets will be supplied by the Commission. Also included are guide rail installation, erosion and sedimentation control, and Maintenance and Protection of Traffic required to construct the ITS devices and network. Work items include, but are not limited to: 14 EA Install Full Color Full Matrix CMS Type 1, Centermount 14 EA Centermount CMS Sign Structures 1 EA Install 50' CCTV Pole, Foundation, and Camera 487.5 LF Guide Rail 1 EA Permanent Impact Attenuating Devices 9,155 LF HDPE Conduit, Various Sizes 7,042 LF Micro-Duct Conduit 2,340 LF Single Mode Micro-Fiber Cable, 24 Strand 6,861 LF Trench and Backfill, Various Types 412 LF Directional Boring 47 EA Junction Boxes, various type 102 LF Drilled Caisson Construction in Soil 30 LF Drilled Caisson Construction in Rock Milepost 56.8 is located at the Pittsburgh Interchange, Exit 57, and Milepost 341.45 is located approximately 1.4 miles west of the Willow Grove Interchange, Exit 343. Milepost A-54.60 is located approximately 2.4 miles south of the Lehigh Valley Interchange, Exit 56, and Milepost A-77.20 is located approximately 1.4 miles north of the Mahoning Valley Interchange, Exit 74. The overall project work takes place in Allegheny, Somerset, Fulton, Huntingdon, Franklin, Montgomery, Lehigh, and Carbon counties, Pennsylvania. An electronic bid bond, from an approved vendor, with corporate surety, in the amount of five (5%) percent of the bid must be submitted with the proposal as bid security. The bid security of the three (3) low bidders will be retained until the execution of the contract. (The normal time for execution of the contract is approximately four [4] weeks.) A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project. The opening and listing of bids not meeting all the terms and conditions of the bid advertisement or bid procedures does not act as a waiver or modification of any requirements contained in the bid advertisement or bid procedure. The Provisions of the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L. 987, as amended, together with the rates and regulations promulgated by the Secretary of Labor and Industry applicable thereto, shall apply to this contract.
