Renovation of a mixed-use development in Yakima, Washington. Completed plans call for the renovation of a detention facility; municipal facility; and retail development.
All interested parties are invited to attend. Pursuant to RCW 39.04.290, Yakima County is seeking proposals for the design and installation of roof mounted solar panels on ten (10) Yakima County buildings. Those buildings of which roof mounted solar panels are to be installed are: 1. Yakima County Courthouse: 128 N. 2nd Street, Yakima, WA 98901 2. Yakima County Jail & Annex: 111 N. Front Street, Yakima, WA 98901 3. General Administration Building: 104 N. Front Street, Yakima, WA 98901 4. Technology Services Building: 217 N. 1st Street, Yakima, WA 98901 5. Facilities Services Building: 18 E. Lincoln Avenue, Yakima, WA 98901 6. Yakima County Corrections Center: 1500 Pacific Avenue, Yakima, WA 98901 7. Juvenile Justice Center: 1728 Jerome Avenue, Yakima, WA 98902 8. Resource Center: 2403 S. 18th Street, Union Gap, WA 98903 9. Sheriff's Office Precinct 3: 715 Fountain Boulevard, Zillah, WA 98953 10. Road Maintenance Shop: 1216 S. 18th Street, Yakima, WA 98901 Contractor shall provide the turnkey installation of Five PV systems totaling no less than 403.2 kW AC / 645.24 kW DC on the rooftop of the proposed building. The cost for the installation is not to exceed $1,490,780.00. The Contractor shall utilize Silfab modules, SolarEdge Inverters, SolarEdge optimizers, and Unirac RM5 ballast racking. Each proposal must be sealed and clearly marked with the project name and "Do not open prior to Proposal Opening Time". Proposals must be submitted on a non-watermarked Proposal Form. Interested parties in submitting proposals must be on the Yakima County's Plan Holder's List. Obtaining non-watermarked RFP proposal documents from Yakima County will automatically place your name on the Plan Holder's List and provide you with a non-watermarked Proposal Form. Proposals received after the aforementioned time will not be considered. All proposals shall be accompanied by a bid deposit by certified check, cashier's check or surety bond payable to the Yakima County Treasurer in an amount equal to five percent (5%) of the total proposal amount. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid deposit shall be forfeited to Yakima County. The Board of County Commissioners expressly reserves the right to reject any and all bid proposals or parts thereof and waive informalities or irregularities in a bid proposal received, and to accept the bid proposal which, in Yakima County's judgment, is in Yakima County's best interest. Deadline for Questions 2/6/2025 Project Summary Courthouse Complex: Five PV installations totaling 645.2 kW DC Corrections Center: One PV installation totaling 172.1 kW DC Juvenile Justice Center: One PV installation totaling 172.1 kW DC Resource Center (911 Call Center): One PV installation totaling 172.1 kW DC Sheriff's Office: One PV installation totaling 37.05 kW DC Road Maintenance Shop and Construction Buildings: Two PV installations totaling 226.86 kW DC This section provides the contractor with detailed project descriptions of each of the site locations identified above. Each location (or group of buildings) represents a unique solar grant award from the Washington Department of Commerce with corresponding capacity and cost requirements. Please review the budget and project milestones in Appendix A, and use the proposal summary form (Appendix B) to submit pricing for each location. Courthouse Complex (Five (5) buildings) 1. Yakima County Courthouse,128 N. 2nd Street, Yakima, WA 98901 2. Main Jail & Annex, 111 N. Front Street, Yakima, WA 98901 3. General Administration Building, 104 N. Front Street, Yakima, WA 98901 4. Facilities Services, 18 E. Lincoln Avenue, Yakima, WA 98901 5. Technology Services, 217 N. 1st Street, Yakima, WA 98901 The Yakima County Courthouse is a public building with Superior & District Courts, Assessors, Auditors, Treasurers and many other county services offices. The Main Jail & Annex are detention facilities. The General Administration Building hosts the Assigned Counsel and Department of Corrections offices. Facilities Services hosts offices, the Law Library, Shop and Storage space. Technology Services has technician cubicles, a Conference & Storage rooms and the Treasurer's Drive Through service window. All Yakima County Buildings are secure buildings and a Yakima County employee must escort all entries and exits to and from the buildings. Construction activities that create too much noise may be paused during courtroom hours. Contractor shall provide the turnkey installation of Five PV systems totaling no less than 403.2 kW AC / 645.24 kW DC on the rooftop of the proposed building. The cost for the installation is not to exceed $1,490,780.00. The Contractor shall utilize Silfab modules, SolarEdge Inverters, SolarEdge optimizers, and Unirac RM5 ballast racking. 6. Corrections Center (1500 Pacific Avenue, Yakima, WA 98901) The Yakima County Corrections Center is a multi-use facility that houses a detention facility, office & warehouse space and a commercial kitchen. Contractors should be aware that this is a secure facility and that all entries and exits from the building must have a Yakima County Employee escort. Contractor shall provide the turnkey installation of one PV system totaling no less than 100 kW AC / 172.14 kW DC on the rooftop of the proposed building. The cost for the installation is not to exceed $393,490.00. The Contractor shall utilize Silfab modules, SolarEdge Inverters, SolarEdge optimizers, and Unirac RM5 ballast racking. 7. Juvenile Justice Center (1728 Jerome Ave, Yakima, WA 98902) The Yakima County Juvenile Justice Center is a multi-use facility that houses a detention facility, courtrooms, administration offices and the Yakima County Coroner's office. Contractors should be aware that this is a secure facility and that all entries and exits from the building must have a Yakima County Employee escort. Construction activities that create too much noise may be paused during courtroom hours. Contractor shall provide the turnkey installation of one PV system totaling no less than 100 kW AC / 172.14 kW DC on the rooftop of the proposed building. The cost for the installation is not to exceed $393,490.00. The Contractor shall utilize Silfab modules, SolarEdge Inverters, SolarEdge optimizers, and Unirac RM5 ballast racking. 8. Resource Center (2403 S. 18th St. Union Gap, WA 98903) The Yakima County Resource Center is a multi-use facility that houses the Office of Emergency Management, the 911 Call Center and the WSU Extension Office. Contractor shall provide the turnkey installation of one PV system totaling no less than 100 kW AC / 172.14 kW DC on the rooftop of the proposed building. The cost for the installation is not to exceed $393,490.00. The Contractor shall utilize Silfab modules, SolarEdge Inverters, SolarEdge optimizers, and Unirac RM5 ballast racking. 9. Sheriff's Office (715 Fountain Boulevard, Zillah, WA 98953) The Yakima County Sheriff's Office is a Lower Valley Precinct that also houses the Yakima Valley Crime Lab. Contractors should be aware that this is a secure facility and that all entries and exits from the building must have a Yakima County Employee escort. Contractor shall provide the turnkey installation of one PV system totaling no less than 27.6 kW AC / 37.05 kW DC on the rooftop of the proposed building. The cost for the installation is not to exceed $92,500.00. The Contractor shall utilize Silfab modules, SolarEdge Inverters, SolarEdge optimizers, and Unirac RM5 ballast racking. 10. Road Maintenance Shop and Construction Buildings (1216 S. 18th Street, Yakima, WA 98901) The Yakima County Maintenance Shop building houses a full-service mechanic shop, offices and computer server rooms. The Construction Buildings house offices, conference rooms and a separate sign shop. Contractor shall provide the turnkey installation of two PV systems totaling no less than 200 kW AC / 226.86 kW DC on the rooftops of the proposed buildings. The cost for these installations shall not exceed $516,180.00. The Contractor shall utilize Silfab modules, SolarEdge Inverters, SolarEdge optimizers, and Unirac RM5 ballast racking. 1. Design, Procure, and Install an PV system equal to or greater than 403.2 kW AC / 645.24 kW DC capacity at the Courthouse Complex, 128 N. 2nd Street, Yakima, WA 98901. 2. Design, Procure, and Install an PV system equal to or greater than 100 kW AC / 172.14 kW DC capacity at the Corrections Center, 1500 Pacific Avenue, Yakima, WA 98901 3. Design, Procure, and Install an PV system equal to or greater than 100 kW AC / 172.14 kW DC capacity at the Juvenile Justice Center, 1728 Jerome Ave, Yakima, WA 98902. 4. Design, Procure, and Install an PV system equal to or greater than 100 kW AC / 172.14 kW DC capacity at the Resource Center, 2403 S. 18th St. Union Gap, WA 98903. 5. Design, Procure, and Install an PV system equal to or greater than 27.6 kW AC / 37.05 kW DC capacity at the Sheriff's Office, 715 Fountain Boulevard, Zillah, WA 98953. 6. Design, Procure, and Install a PV system equal to or greater than 200 kW AC / 226.86 kW DC capacity at the Road Maintenance Shop and Construction Buildings, 1216 S. 18th Street, Yakima, WA 98901. 7. General Requirements for all sites follow. More detailed contractor responsibilities are presented in the Contractor Responsibilities section: a. The contractor will be responsible for producing the complete PV system, meters, interconnection costs, connecting to Pacific Power, procuring all required materials, and installing all materials in compliance with applicable national and local codes. b. The contractor, in collaboration with Yakima County staff, will be responsible for securing all planning, electrical, and building permits required to complete the scope of work outlined in this RFP. Contractor will provide a proposed schedule in proposal. c. Contractor is required to submit structural calculations, stamped by a Washington State Professional Engineer to document the contractor's scope of work outlined in this RFP is structurally sound and in compliance with applicable building codes. d. The contractor shall generate an estimate of annual energy production of the systems from the date of commissioning through 25 years of operation. These system performance estimates will be required as part of the RFP response and must include all assumed de-rate factors. e. The contractor shall provide evidence of completing each project milestone in accordance with the deliverables listed in Appendix A.
