The project owner is the Klickitat County Fire Protection District No. 4 (District or Owner). This project will be located at the District's Lyle Fire Station, 514 Washington Street, Lyle, WA 98635. Klickitat County Fire Protection District No. 4 is publishing a Request for Proposal (RFP) for firms qualified to provide design and construction services (designbuild) for the Solar Plus Storage Project. This RFP is to solicit Engineering, Procurement and Construction (EPC) proposals, aka Design-Build procurement, to provide a solar photovoltaic (PV) and lithium-ion phosphate battery energy storage system (BESS). The primary purpose of the Solar plus Storage system is to provide resiliency in the form of backup power during a power outage at the fire station. In addition, the project is intended to reduce the owner's power bills. This project is funded by a grant from the Washington State Department of Commerce (Commerce) Clean Energy Fund Grid Integration. This project aims to improve the resilience of the Lyle Fire Station against grid failure due to moderate and extreme events by installing a backup power source in the form of a battery energy storage system with a solar array. The District is requesting Firm Fixed Price Design Build proposals to complete the project without exceeding the Commerce grant. This RFP is to solicit Engineering, Procurement and Construction (EPC) proposals, aka Design-Build procurement, to provide a solar photovoltaic (PV) and lithium-ion phosphate battery energy storage system (BESS). The primary purpose of the Solar plus Storage system is to provide resiliency in the form of backup power during a power outage at the fire station. In addition, the project is intended to reduce the owner's power bills. Taken together, these improvements will further the decarbonization goals of the State of Washington while increasing the resiliency of communities vulnerable to the impacts of climate change. Generally, the Contractor shall design, procure and construct a solar plus storage system to be owned by the Fire District and in accordance with the conceptual design and specifications derived during the feasibility study. Specifically, the scope includes: a. The contractor or the BESS supplier/vendor, through a separate O&M contract, will be responsible for maintenance and troubleshooting of the system in years 2 through 10. The Contractor shall provide the Owner with an O&M plan including options for contracted O&M services. b. The Contractor shall provide recommended system performance & capacity specifications and size the equipment accordingly. The Contractor shall furnish energy production and energy usage estimates as a basis for sizing the BESS. System sizing shall be constrained by grant funding limits. c. The Contractor shall specify, buy and install the equipment and materials which shall include, but not be limited to, security fences (if necessary), PV modules, PV mounting hardware, a turnkey BESS system, site improvements, structural systems, wiring harnesses, combiner boxes, inverters, pad-mount transformers, network and controls, and ancillary hardware required to connect and operate specified equipment. d. Modifications or upgrades to the District-owned electrical system required to interconnect the BESS are the responsibility of the Contractor (e.g., service panel, generator connection). The Contractor is responsible for the proper circuit sizing, overcurrent protection, and coordination of the circuit(s) beyond the point of interconnection to the District's electrical system, including modifications to the site's electrical equipment and circuits. e. The contractor shall provide engineering design services for this design-build project. Engineering firm and Engineer of Record must be licensed in the State of Washington. The engineering services are limited to those deliverables necessary to obtain permits and approvals and provide adequate guidance during construction. At a minimum the design services shall include: i. A civil site plan utilizing the Owner's topographic survey. ii. A one-line electrical diagram. iii. An interconnection diagram. iv. Development of technical specifications. v. Construction details. vi. Layout of electrical panels, conduit, conductors, grounding and electrical equipment. vii. Structural calculations for solar array roof loading if necessary for the building permit. viii. Electrical calculations to size conductors, switches and overcurrent protection. f. The Contractor shall provide and install all safety systems as required by the applicable local codes and standards, in addition to NFPA 855 and/or the International Fire Code. This includes but is not limited to explosion control system(s); fire, smoke, and gas detection system(s); and fire suppression systems where applicable. g. The Contractor shall be responsible for all construction and installation including all site/civil work, structural, electrical, mechanical and monitoring/control systems, construction management, site safety, material control and management of all subcontractors. h. Contractor shall prepare as-built drawings. At minimum, Contractor shall prepare as-built drawings for Owner's record, which contain as-built dimensions, etc. and any variation from the design drawings. The as-built drawing set shall also contain technical data sheets for major components.
