Officials are starting work on a major renovation to the city's square. data-type="paragraph">Decatur's square is getting a major facelift. Downtown Decatur Development Authority plans to begin a major renovation this week to the city's square, which is located on the doorstep to a MARTA station and surrounded by local businesses. The $8.5 million project includes expanding the size of the square, adding green space, replacing a large bandstand with a performing arts stage, creating a new children's play area and installing permanent public restrooms. "While the current version of Decatur Square has been a fixture in our city for nearly 30 years, the needs of our community have evolved," said Angela Threadgill, assistant city manager for community and economic development, in a prepared statement. "After extensive conversations with our residents and local business owners, it became clear changes were necessary to support the type of programming that keeps Downtown Decatur vibrant.” City of Decatur The renovation fits into a broader effort by local leaders to bolster walkable, historic downtowns. Downtown Atlanta is poised for a major revival, with mixed-use projects such as Centennial Yards, South Downtown and 2 Peachtree aimed at bringing more people to the city's core. Big investments in real estate, infrastructure and green space have transformed several suburbs across the metro area. The project is included in the Decatur Town Center Plan 2.0 approved by local officials in 2023. The plan identified redevelopment opportunities and steps to improve mobility in the downtown area, which has experienced substantial growth in recent decades. Decatur officials expect to complete the project in 10 months, with a goal to fully reopen the square in time for the 2026 FIFA World Cup. The project will be financed with special purpose local option sales tax (SPLOST) dollars approved by DeKalb County voters. The public will be able to access the square and all surrounding businesses throughout the duration of the project, though specific portions will close during construction and reopen as elements are completed. A future phase of the renovation calls for an outdoor pavilion, splash pad, seating and amenities to the square. --------------------------------------------------------------- https://decaturish.com/2025/03/decatur-city-commission-to-consider-construction-contract-for-square-renovation/ Decatur, GA — The Decatur City Commission will meet on Monday, March 17, for a regular meeting at 7:30 p.m. at Decatur City Hall, located at 509 N. McDonough Street, and virtually via Zoom. There will also be a dinner session at 4:30 p.m., an executive session at 5 p.m. and two work sessions at 6:30 p.m. and 7 p.m. The work sessions will focus on the Decatur Land Trust annual report, Season of Giving, and MLK Jr. Service Day reports. During the regular meeting, the city commission will consider approving an agreement with JHC Corporation for about $7 million to construct the improvements. The city commission will also consider setting a project budget of $8.5 million for the Square renovation, and approving an agreement with Ascension Program Management for $150,000 for owner’s representative services, according to the agenda. If the contracts and budget are approved, construction is anticipated to being in about six weeks and take about 10 months to complete. ------------------------ The work includes selective demolition, removal of existing bandshell, installation of new bandshell with green room, new restrooms, green infrastructure for stormwater treatment, hardscape improvements, and a new play area. The new structures will require electrical, water, wastewater, and stormwater utility connections. The project also includes soil erosion and sedimentation control, and traffic control as required for project construction. . Bids are to be submitted on a proper form furnished by the City and shall be addressed to the City Manager, City Hall, Decatur, Georgia, sealed, dated and enclosed in an envelope appropriately marked on the outside "Proposal for Decatur Square Transformation", marked with the name of the bidder and date and hour of opening, and mailed or delivered to reach the designated office on or before the above stipulated date and time. Bidders must attend this briefing session for their submittal to be considered. Any questions regarding bids and/or misunderstandings that may arise from this proposal should be submitted, in writing, and should be directed to David Junger, Deputy City Manager, at david.junger@decaturga.com, no later than 12:00 noon on Thursday, February 13, 2025. A certified check or bank draft, payable to the order of the City of Decatur, Georgia, negotiable U. S. Government Bonds, or Satisfactory Bid Bond executed by the Bidder and acceptable in an amount equal to five percent (5%) of the estimated cost of construction shall be submitted with each bid. The successful bidder will be required to furnish and pay for Satisfactory Performance and Payment Bond or Bonds. Prior to beginning construction, the successful bidder will file with the City a certificate of insurance. The Contractor will not discriminate against any employee or applicant for employment because of actual or perceived race, color, religion, national origin, ancestry, sex, sexual orientation, gender identity, age, disability, marital status, familial status, or veteran/military status.
