Amtrak is soliciting Letters of Interest ("LOIs") from General Contractors interested in providing construction services (the "General Contractor") for the LAX Building 18 Upgrades ("the Project") located in Los Angeles, CA. Amtrak intends to issue an Request for Proposal (RFP) as the delivery method. LOI responses shall include information on a firm's qualifications as provided below. Only those firms that meet the minimum qualifications set forth herein and provide a timely response to this LOI, will be shortlisted, and deemed eligible to submit a proposal in response to the forthcoming Request for Proposal (RFP).AMTRAK is initiating the procurement to select a General Contractor for upgrades to the existing building including but not limited to replacing wood doors, frames, windows, and upgrades to HVAC system.. 4. LOI Statement of Interest Submission Requirements: o Key Personnel: In its LOI, each firm shall be required to identify its key personnel. Key personnel shall include the following individuals: (i) Project Manager, (ii) Safety Manager (individually and collectively, "Key Personnel"). Resumes for each Key Personnel proposed by the General Contractor and subconsultants shall not exceed two (2) pages and shall clearly indicate the individual's previous experience, education, licensing, certifications specialized experience and demonstrated technical competence necessary to successfully complete their role. o Demonstration of the firm's successful experience as a general contractor over the past 10 years. Please include the scope of work, type and percent of contract self-performed, contract amount, schedule duration and Contact name and phone number. o Certification to conduct business in California. o Completion of Amtrak's Pre-Qualification Form 59 and provision of all required attachments. For any Joint Venture, each entity shall submit a separate Form 59. o Demonstration that the firm has adequate resources for this project including a letter from surety stating the firms bonding capacity. DBE Requirement: In an effort to provide "maximum practicable opportunity" to participate in the provision of goods and services to Amtrak, prime firms under agreement with Amtrak are required to put forth Good Faith Efforts to contract with Disadvantaged Business Enterprises (DBEs). Therefore, a DBE subcontracting plan goal shall be established for this opportunity.
