The Bid Proposal must be accompanied by a bid security in an amount not less than five percent (5%) of the total bid. The successful contractor must execute a one hundred (100%) Surety Performance and Payment Bonds. THE ORIGINAL BID BOND MUST BE DELIVERED TO THE CONTRACTING OFFICER AT THE ADDRESS ABOVE PRIOR TO THE BID OPENING OR A BID WILL BE DEEMED NON-RESPONSIVE. NO BIDDER MAY WITHDRAW HIS BID WITHIN 120 DAYS FROM BID OPENING DATE. Since the work orders for this project are in the public right of way, there will be NO scheduled site visit. Bidders should submit any questions to the Contracting Officer via a Request for Information (RFI). REQUESTS FOR INFORMTION (RFIs) WILL ONLY BE ACCEPTED UP TO CLOSE OF BUSINESS, 5:00 P.M. Scope of Work - The Project consists of furnishing all labor, material, and equipment necessary for the Sanitary Sewer Evaluation Services by cleaning and inspecting via close circuit television (CCTV) survey/recording of approximately 550,000 linear feet of sanitary sewer gravity collection lines from 6-inch through 24-inch diameters and 1,000 manholes sanitary sewer manholes under different Work Orders at various locations within the limits of Miami-Dade County, Florida, as ordered by the Department during contract duration. Location - The work of this Contract will be performed Countywide in various Commission Districts. While the precise location of the work is unknown, the Department will be focusing on Basins 0001 & 0002. Estimated Range of the Base Bid - $18,100,000 to $21,900,000, not including contingency and dedicated allowances. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The unit prices bid will be used for uniform comparison amongst the bidders and the bids will be evaluated based upon the lowest bid dollar amount. The Contract will be awarded for an aggregate amount of up to $20,000,000.00 for the two-year period. Project Duration: The construction time is 660 consecutive calendar days to Substantial Completion and 730 consecutive calendar days to Final Completion. Work Order Milestones: The standard time of completion of a group of Work Orders (an "issuance") shall be 120 consecutive calendar days or less. This contract has a Small Business Enterprise (SBE) Goods and Services Goal of NO MEASURE, so submission of the Certificate of Assurance form (COA) is not required for this bid. Nothing in this solicitation shall in any way be utilized to request documentation relating to or authorizing consideration of a proposer's social, political, or ideological interests when determining if the proposer is a responsible vendor or give a preference to a proposer based on the proposer's social, political, or ideological interests. The Board of County Commissioners, Miami-Dade County, Florida, reserves the right to reject any or all bids, to waive any informality in any bid or to re-advertise for bids. Bids from any person, firm or Corporation in default on other contracts or agreements with the County may be rejected. Failure by the Bidder to satisfy claims on previous contracts with the County may be cause for rejection of his bid. The County reserves the right to postpone or cancel the bid opening at any time prior to the scheduled opening of bids.
