THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS SOURCES SOUGHT NOTICE IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This Sources Sought Notice is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this notice that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought Notice. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought notice (SSN) only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification relative to NAICS 236220 (size standard of $45M) and PSC Z1DA. Responses to this notice will be used by the Government to make appropriate acquisition decisions. After review of the responses to this notice, a solicitation announcement may be published. Responses to this notice are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, is seeking information to determine the acquisition strategy applicable for a Multiple Award IndefiniteDelivery Indefinite-Quantity (IDIQ), known as a Multiple-Award Task-Order Contract (MATOC). See VAAR 810.001-70(d); VAAR 819.7005. This procurement is for construction services at Veterans Integrated Service Network (VISN) 17 station locations including, but not limited to: El Paso Veterans Affairs Medical Center in El Paso, Texas; West Texas Veterans Affairs Health Care System in Big Spring, TX; Amarillo Veterans Affairs Health Care System in Amarillo, TX; and all connected community-based outpatient clinics (CBOCs). This is hereby referred to as the WTX MATOC. ***It is important that all small business concerns that have interest in potentially being awarded a contract respond to this SSN. The information received from responses to this SSN will likely be important in the Government's determination of the appropriate acquisition strategy and whether to set this procurement aside in accordance with the VA's Contracting Order of Priority. See VAAR 819.7005. The planned aggregate value of funding for the WTX MATOC acquisition will not exceed $100,000,000.00, excluding in-scope modifications for individual task order awards. If the Government determines the VA Rule of Two is met for SDVOSBs, the Government may not review responses received from non-SDVOSB concerns. The WTX MATOC will require contractors to furnish all labor, materials, equipment, and expert supervision needed to accomplish the work in accordance with the Description / Specifications / Statement of Work (SOW) provided with each task order under the assigned NAICS code. Task Orders will vary in size and dollar amounts. Task Orders may include, but are not limited to, general construction categories which include maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, paving and earthwork, carpentry, concrete, roofing, site work, excavation, interior renovation, carpet-window and door installation, electrical, steam fitting, plumbing, exterior and interior painting, plaster/stucco, demolition, masonry or metal stud and sheetrock work, installation of acoustical ceilings and light fixtures, HVAC installation, and flooring installation. Work may involve some or all the above elements of work. *Informational: If a solicitation for this requirement is issued, a seed project will likely be part of the solicitation. One awardee will be awarded the seed project as the first task order on a resulting IDIQ to the awardee. All other awardees who are deemed suitable for award will be awarded their IDIQ. Some requirements of the seed project are summarized below. The Contractor shall exercise extreme care to avoid damaging Government property such as buildings, equipment, trees, shrubs, or turf. Any damage to Government property by the Contractor shall be repaired by the Contractor to its original condition at no additional cost to the Government. The Contractor shall restore ALL disturbed grounds to existing conditions. The Contractor shall ensure that all materials are new and free from defects, imperfections, and asbestos. NO ASBESTOS CONTAINING MATERIALS SHALL BE USED ON THIS PROJECT. Construction services provided under this requirement shall strictly adhere to all current laws and regulations applicable to the state of Texas unless supplemented to exceed those requirements as specified herein. In no circumstances, will any section or clause of this requirement authorize the Contractor to provide care and/or equipment below established guidelines. If a solicitation is issued, it shall be announced later, and all interested parties must respond to that solicitation announcement separately from any response to a SSN. Responses to a SSN will not be treated as a request to be added to a prospective bidders list or to receive a copy of the solicitation. Failure to comply with all instructions in this SSN may result in the Government not fully reviewing the response. The Method of Contractor Selection has not been determined at this Time.
