Site work and new construction of a municipal facility in Kamloops, British Columbia. Completed plans call for the construction of a 12,000-square-foot municipal facility; and for site work for a municipal facility.

This Request for Qualifications (“RFQ”) is an invitation by the Tkemlúps te Secwépemc (the “Owner” or “TteS”) to prospective commercial construction firms for Construction Management Services. The services will be provided for a ~12,000 square foot indigenous healing center on Lot A, KAP 10504, District Lot 2, 6-20-16, W6, Kamloops Division of Yale Land District (“The Project”). Lot A is on East Shuswap Road, approximately 7 km east of the Chief Louis Centre, see Figure 1 – Site Location. The estimated building construction budget is $7.5 million, excluding site development and civil costs. The project milestone schedule is available in the “Project Information” section. The procurement process will be a 2-stage process including identifying qualified proponents (through this RFQ) and inviting those qualified proponents to participate in an RFP (Request for Proposals) process. The Project entails the construction of a ~12,000 square foot Healing Center on Lot A, KAP 10504, District Lot 2, 6-20-16, W6, Kamloops Division of Yale Land District, British Columbia. This project represents a significant undertaking for the Tkemlúps te Secwépemc, to provide a healing space for the residential school survivors, and to honour the Le Estcwicwéy (“The Missing”). This project will provide a sacred space for holistic healing through reconnection to family, community, and culture, providing support for each individuals healing journey, and inspiring future generations to reclaim traditional ways of knowing and being. This will be achieved through a combination of the following: Providing a safe and nurturing space for survivors to find solace and reconnect with their community through traditional community-based healing programs. Offering family counselling, therapies, and traditional practices to foster healing within families. Allowing youth to rediscover and embrace their culture, through programming for traditional skills and activities. Creating a gathering space for the community to come together in shared healing that reconnects them to the land and each other. Site Development with botanical spaces for traditional herbs and medicine gardening. Balancing wellness, community gathering, and spiritual healing practices such as sweat lodge and community ceremonies.
