****** THIS REQUIREMENT IS ONLY OPEN TO THE MATOC POOL W91237-23-D0003 through W91237-23-D-0009, to provide Design Bid Build Land Based Construction Projects assigned to the Rivers Districts (LRH, LRL, LRN & LRP) of the Great Lakes and Ohio River Division. ******* Dear MATOC Contractors: Reference is made to your Indefinite Delivery Indefinite Quantity Contracts, Numbers W91237-23-D0003 through W91237-23-D-0009, to provide Design Bid Build Land Based Construction Projects assigned to the Rivers Districts (LRH, LRL, LRN & LRP) of the Great Lakes and Ohio River Division. We request you submit a price proposal for Cannelton Fixed Weir Repair located at Cannelton Locks & Dam, Cannelton, Indiana, detailed in the scope of work and specifications enclosed in this letter. All vendors must be registered in the SAM database prior to submitting a proposal. The cost range is Between $250,000.00 and $500,000 per FAR 36.204 Disclosure of the magnitude of construction projects. PLEASE NOTE: THIS IS FOR CONSTRUCTION SERVICES ONLY: the effective DBA Wage Rate for this requirement is IN20240006 dated 12/20/2024. ****** THIS REQUIREMENT IS ONLY OPEN TO THE MATOC POOL W91237-23-D0003 through W91237-23-D-0009, to provide Design Bid Build Land Based Construction Projects assigned to the Rivers Districts (LRH, LRL, LRN & LRP) of the Great Lakes and Ohio River Division. ******* Technical inquiries and questions relating to proposal procedures are to be submitted via website The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 270 calendar days after Notice to Proceed is issued. The time stated for completion shall include final cleanup of the premises. The existing fixed weir to be repaired under this project is located at the Cannelton Locks and Dam on the Ohio River, about 3 river miles upstream of Cannelton, Indiana. The fixed weir is located on the southern end of the gated section of the dam. The fixed weir consists of a sheet pile cellular structure made up of 1 half cell, 3 full cells, and 3 connecting arcs. Each cell is approximately 52 feet in diameter topped with a 5 foot thick concrete cap having a crest elevation of approximately 388 feet. The existing concrete cap on Cell 2 has substantial cracking in a portion of the cap and is in need of repair. The work invloved with this project will consist of repairing the concrete cap on Cell 2 as described below. The repair shall consist of demolishing the top 1-foot of concrete (measured from the top of sheet pile down) across the entire concrete cap of Cell 2 and replacing with new reinforced concrete to top of sheet pile. The area experiencing cracking shall be demolished to a depth where competent material is reached (which could potentially be full cap depth). All loose, de-laminated, and excessively cracked material as determined by the Contracting Officers Representative (COR) shall be removed prior to new concrete placement. A COR shall be present and verify/approve the contractor has reached competent material prior to new concrete placement. The new reinforced concrete slab will be doweled into the existing concrete cap to prevent potential delamination of the new slab during high water/overtopping events. The existing steel mooring link embedded within the center of Cell 2 concrete cap will be removed/cut off below top of sheet pile elevation as indicated in the drawings. The two (2) existing 4 inch diameter inspection ports (painted red) are to be protected during demolition of concrete. Concrete debris should not be allowed to fall into these inspection holes. Inspection ports will be extended to top of new concrete using new 3-inch diameter pvc pipe as indicated in the drawings. The five (5) old inspection ports will be cut off at demolition height and abandoned as indicated in the drawings. Concrete used for the new concrete slab shall be in accordance with Specification 03 30 00 - CAST-IN-PLACE CONCRETE. This project will consist of base work with one option listed as follows. The Government may or may not choose to award the option. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 270 calendar days after Notice to Proceed is issued. The time stated for completion shall include final cleanup of the premises. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
