Proposals for the following work will be received by Messer Construction Company in the manner and on the date hereinafter specified for the furnishing of all labor, materials, supplies, tools, appliances, equipment, services, etc., necessary for the construction of: KENTUCKY STATE CAPITOL BUILDING - BP08 SITE AND SITE UTILITIES, FRANKFORT, KENTUCKY, as set forth in the specifications and as shown on the reference drawings and approved by the Commonwealth of Kentucky Division of Engineering and Contract Administration, and the Construction Manager, Messer Construction Co., under the terms and conditions of this Invitation. PROJECT and TRADE CATEGORY DESCRIPTIONS: Note: The descriptions that follow are provided for general reference and understanding only. The specific scope of work to be provided shall be as described in the Contract Documents and individual Trade Category Forms of Proposal. General The Kentucky State Capitol Building - Site and Site Utilities (Bid Package 08) Project is an early bid package to prepare the site (rough grading, fencing, laydown, erosion control, tree protection) and site utilities (storm, sanitary, irrigation) needed for the Capitol Renovation project. Trade Categories (TC) Bidding in Bid Package 08: Trade Category Description TC08A Site & Site Utilities METHOD OF RECEIVING BIDS Bids will be received from Prime Contractor on a Lump Sum Amount for each Trade Category listed above. All phases of work shall be bid to and through the Prime Contractors. Bids shall be submitted in the manner herein described on the official proposal form included with the conditions and specifications and shall be subject to all the conditions as set forth and described in the Bid Documents. Bids shall be submitted on the Official Form(s) supplied by Messer Construction. Failure to comply with the foregoing requirements will be cause for invalidation of bid. Trade Contractors wishing to bid on multiple Trade Categories shall submit a separate / individual bid for each on the respective Bid Form. METHOD OF AWARD: Final award of Contract will be made on the basis of the lowest, responsive and responsible bid which offers the best value. Messer Construction Company will execute all Trade Contracts. KEY DATES AND SCHEDULE OF PROJECT: Procurement Pre-Bid Conference: 01/30/25 Deadline for Written Questions: 02/10/25 Final Date for Addenda: 02/13/25 Bid Form(s) Due: 02/20/25 Substantial Completion Substantial Completion for this bid package 08 shall be by September 26, 2025. Please refer to the "Project Schedule" section with attached Milestone Construction Schedule included elsewhere in the Bid Documents. BONDING: A Payment and Performance Bond shall not be included with the bid. If the bidder is not approved for participation in the SDI program, then the bidder will be required to furnish a proposal to add a 100% P&P Bond. All bonding and insurance requirements are contained in the Instructions to Bidders and/or General Conditions. Performance and Payment bonds shall be obliged in favor of Commonwealth of Kentucky and Messer Construction Company. A 5% bid bond is required with the submission of the form of proposal. TAXES This project is NOT exempt from State and Local Sales and Use Tax. All applicable taxes will apply and shall be included in the Bid. The Advertisement for Bids, Paragraph 7, regarding taxes takes precedence over Section 002113 of the specifications, Instructions to Bidders, Article 14 TAXES Paragraph A. PLANS AND SPECIFICATIONS Specifications, Plans, and Contract Documents may be examined at the following places: 1. Lynn Imaging OBTAINING PLANS AND SPECIFICATIONS Note: The registered Bidders will receive addendums from Lynn Imaging. Bidders that submit bids that are not registered plan holders may take the chance of having incomplete bidding documents. All addendums must be acknowledged by the Bidder on the Form of Proposal. Potential Contractors must identify the position of their firm as a prime bidder, miscellaneous subcontractor, material supplier or other when ordering or picking-up Plans and Specifications. BID SUBMITTAL: Contractors must submit their Bids by e-mail. Bids will NOT be accepted via postal carrier (USPS, UPS, FED EX, etc.) nor can bids be delivered. All forms in your bid document shall be completely filled out when your bid is submitted. Bids must be submitted electronically via email to kraybourne@messer.com and eedgington@messer.com to be accepted. Contractors must email their Bid Documents COMBINED into one PDF document. Bids received after the scheduled closing time for reception of bids will not be considered provided legal and accepted bids have been received on said referenced Invitation. Incomplete or qualified bids are subject to rejection. Bidder assumes full responsibility for timely delivery of the bid in compliance with the abovedescribed procedures and conditions. . BID WITHDRAWAL No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening of bids. Clerical errors and omissions in the computation of the lump sum shall not be cause for withdrawal of the bid without forfeiture of bid bond. Bids may be withdrawn in person only, prior to the closing date for receipt of bids.
