Questions must NOT contain confidential or proprietary information. The City of Buffalo ("City") is seeking a Construction Manager at Risk (CMaR) to provide preconstruction and construction management services for renovations to the former "PenRad" building - an approximately 12,000 square feet space to house the City's Community Center ("Project"). The selected CMaR will need to coordinate their services and work with City staff and City's selected architectural/engineering firm for the Project, Bolton & Menk, during both the preconstruction and construction phases of the Project. Pursuant to Minnesota Statutes 471.463, the City is soliciting the submittal of proposals from firms who provide CMaR services and have a proven track record of performing as a CMaR on renovation projects similar to the Project. The Request for Proposal (RFP) intends to solicit responses from prospective CMaRs to act as the CMaR for the Project. The City must receive proposals from at least two (2) CMaR respondents to move forward with requests for proposals. Responses to this RFP will be reviewed and will be ranked by the City's selection committee. The City expects that respondents will offer a team that represents its highest level of organization, skilled personnel, and management to perform the services required. The City intends to use a Construction Manager at Risk construction delivery method where the basis of payment is the cost of the work plus a fee with a guaranteed maximum price ("GMP"). The CMaR will provide pre-construction services including cost estimating, construction scheduling, and developing strategy with the City of Buffalo and the City's selected architectural/engineering firm, Bolton & Menk. The CMaR shall supply all labor, services, supplies, materials, and equipment to complete the work using the CMaR's best efforts, skill, judgment, and abilities. All work and services shall be conducted in compliance with Minnesota Statute 471.463 and all other applicable federal, state, and local laws, regulations, and codes. The project design consists of: Remodel of existing 11,934 sf to be reconfigured as a new community center for the City of Buffalo. New entry vestibule on lower level to accommodate community room. Addition of a new elevator addition to serve both levels and possibly a future rooftop patio. Additional restrooms to meet assembly building type code requirements. Catering kitchen on lower level to serve community events. Possible 630 sf mezzanine area to be constructed above existing office space. Add a new stair to access space. Consider the future with room for growth and expansion of the building. Project construction will be completed in 2025 with full use of the facility no later than February 2, 2026.
