Warren (the County) is seeking proposals for Disaster Debris Management and Removal Services. The County is a governmental organization that is responsible for retaining a debris management services contractor (the Contractor) on a stand-by basis to assist the County with debris collection, reduction, and disposal, and other ancillary services following a disaster event. The purpose of this RFP is to secure resources to position the County to have access to qualified on-call service providers to respond to current and potential future disaster events. The County desires to enter into an agreement with a qualified, responsive firm, price, and other factors to be considered that represent the best overall value to the County. The Contractor will be required to provide as-needed support to the County in response to disaster events. Contractor must be knowledgeable of Federal Emergency Management Agency (FEMA) and any other governmental agency's regulations and guidelines pertinent to post-disaster recovery, debris collection and disposal, and Stafford Act Public Assistance claims. Contractor must meet the minimum requirements outlined below to be considered a responsive vendor: - Contractor must obtain a license or be currently licensed to do business in the State of Georgia. - Demonstrated knowledge and experience with FEMA recovery programs. - Demonstrated minimum five (5) years experience in debris collection and disposal activities. - Demonstrated ability to provide owned equipment. - Contractor must be able to provide three (3) references for projects of similar scope and services. - Contractor must maintain minimum insurance requirements, satisfy bonding requirements, and demonstrate proof of credit capacity.
