Demolition, site work, paving, new construction and renovation of a mixed-use development in Mesa, Arizona. Design plans call for the demolition of a fitness / recreation center; for the construction of a fitness / recreation center; for site work for a fitness / recreation center; swimming pool; sidewalk / parking lot; for paving for a sidewalk / parking lot; for the renovation of a fitness / recreation center; and swimming pool.

Project scope includes but is not limited to construction of two new aquatic centers and demolition of an existing pool. As of February 5, 2026, the design firm has been announced. Information regarding any upcoming general contractor opportunities has not been announced. The City anticipates completion of design and permitting by December 2026. Original RFP listed below for reference. The proposed improvements are as follows: Programming, schematic design, construction document preparation and construction administration for two new Aquatic Centers and the demolition of Fremont Pool. The aquatic center projects include the following: o Southeast Aquatic Facility (Location TBD) o Red Mountain Aquatic Facility (7550 E Adobe St, Mesa, AZ 85207) o Fremont Demolition (1101 N. Power Road) The design shall include but will not be limited to the following: demolition, competition or lap pool and diving tank, separate recreation pool with water slides, pool deck with gutter systems, a building for pool offices with an enclosed bathhouse, mechanical equipment building for pumps and maintenance, shade canopies and ramadas, lighting, bleachers with shade structures for pool event seating, and Multi-use turf area. The design shall also include site design elements, including but not limited to vehicle parking lots, loading zones, pedestrian areas and sidewalks, signage and roadway and traffic design. The Consultant will be responsible for understanding all program elements unique to these pool facilities and to ensure Code requirements including ADA criteria are met. The new Aquatic Center and demolition projects will be delivered by CMAR Construction. The City reserves the right to accept or reject any and all Statements of Qualifications. Questions pertaining to the Design Services selection process or contract issues should be directed to Tracy Gumeringer of the Engineering Department at Tracy.Gumeringer@mesaaz.gov. The City of Mesa reserves the right to reject any or all Statements of Qualifications, to waive any informality or irregularity in any Statement of Qualifications received, and to be the sole judge of the merits of the respective Statements of Qualifications received. No binding contract will exist between the submitter and the City until the City executes a written contract. The method of Contractor Selection has not been Determined at this time. Pre bid meeting description: All interested firms may submit a Statement of Qualifications whether they attend the conference or not. All interested firms are encouraged to attend the Pre-Submittal Conference since City staff will not be available for meetings or to respond to individual inquiries regarding the project outside of this Pre-Submittal conference. In addition, meeting minutes or any other information will not be posted from the Pre-Submittal Conference. The construction budgets for each new aquatic facility are between $25,000,000 and $30,000,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
