Bids must be sealed and endorsed on the outside of the envelope with the name of the bidder and the project bid upon. Bids received after the scheduled bid opening date and time will neither be read nor considered. No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids. No proposal will be considered unless it is made on the blanks furnished by the County. No bidder shall take any exception to any requirement of the specifications. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. Each bid must be accompanied by a bid guaranty and must meet all requirements of Section 153.54 of the Ohio Revised Code and the Instructions to Bidders. All work shall be carried out in compliance with all federal, state and local laws, rules and regulations that apply to the work. Any project specification item in conflict with a federal, state, or local law, rule or regulation, shall be void. This project falls under the State of Ohio Prevailing Wage requirements. The Board of County Commissioners reserves the right to reject any or all bids, and to waive any irregularities in a bid, or to accept that bid which in the judgment of proper officials is to the best interest of the County.
