THIS SOLICITATION IS A 100% SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE. The Department of Veterans Affairs, NCO 15 intends to award a Firm Fixed Price (FFP) contract for Project 657A4-21-114JC TF - FCA - Correct HVAC Systems for VHA Directive 1116.2, JC John Cochran VA Medical Center 915 N Grand Blvd, St. Louis, MO 63106. John Cochran VAMC is in need of HVAC services to provide all supervision, tools, labor, materials, equipment, transportation, incidentals, and testing necessary for the repair or replacement of various HVAC Systems. These rooms are located throughout the facility on many different floors and/or within Sterile Processing System's Reusable Medical Equipment storage rooms. The North American Industry Classification System (NAICS) for this acquisition is 238220, Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard is $19.0 million. This acquisition is a 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB). All Contractors and Joint Ventures must be certified in SBA Vetcert, and registered in SAM.gov at the time of proposal due date through the time of award to be eligible for award. See FAR52.204-7(b)(1). Notice: Clause 52.222-37 Employment Reports on Disabled Veterans and Veterans is incorporated by reference in this solicitation. Public Law (P.L. 105-339), Section 1354 provides that no agency may enter into a contract with a contractor who has not filed a VETS-4212 report for the preceding fiscal year under Title 38 Section 4212(d). Proposals submitted by Teaming Arrangements other than VA Joint Ventures will not be considered. Acknowledge VAAR clause 852.219-75 by signing certification blocks of the clause (see page 33 of solicitation) and return with proposal to the Contracting Officer. The construction magnitude of the requirement is between $2,000,000 and $5,000,000 (VAAR 836.204). Proposals received in response to this solicitation will be evaluated in accordance with Federal Acquisition (FAR) 15.101-2, Lowest Price Technically Acceptable (LPTA) source selection process. Period of performance is for 550 calendar days for the base bid After Notice To Proceed. There will be only one site visit meeting on April 30, 2025, at 10:00 AM Central Time. Location: Bldg 16 Conf Room A208 1915 N Grand Blvd, St. Louis, MO 63106 Attendance is highly recommended. Special Note regarding FAR 52.229-3: Federal, State and Local Taxes: Offerors are hereby notified that all state and local sales or use taxes for construction materials must be included in their bid or proposal price. It is solely the responsibility of the offeror to include all other applicable taxes in their bid or proposal price as well. The Government has determined that for this acquisition it cannot take advantage of any sales or use tax exemptions that may be available to it under applicable state law. Under no circumstances will any Contractor be designated as an agent of the Government for purposes of any tax exemption, nor will the Government authorize any Contractor's use of any tax exemption directly applicable to the Government under this procurement. A price change request upon award relating to the inclusion of state and local sales or use taxes will not be accepted. VA Saint Louis Health Care System, John Cochran Division, requires a Construction Contractor to repair and/or replace various HVAC systems within Sterile Processing System's Reusable Medical Equipment storage rooms to current VHA HVAC Design Criteria and VHA Directive 1116.2. These rooms are located throughout the facility on several different floors in the main hospital, Building 1. Work includes, but not limited to, coordination of the disconnection and removal of existing HVAC components, coordination of the reconnection and placement of new HVAC components, maintain existing HVAC requirements in occupied spaces during the removal and replacement of HVAC components, abate hazardous materials, and finishing the space for patient care. Most storage rooms will be vacated of reusable medical equipment to an alternate location during construction. This project has a set of drawings and specifications that have been created by an Architectural-Engineering firm. These drawings and specifications indicate the work to be performed.
