**As of March 14th, 2025, the project was awarded to U.S. Utility Contractor, with an awarded amount of $502,082.70.** Sealed bids will be received for furnishing all labor, materials and equipment necessary for the following project: MONROE-MAIN-SUMMIT TRAFFIC SIGNAL IMPROVEMENTS 2025 (OPWC) The City of Sylvania has adopted the electronic bidding process in an effort to make the bidding process more efficient and cost effective for both the contractor and the City. Each bidder is required to furnish with its proposal a Bid Guaranty and Contract Bond in accordance with Section 153.571 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Each proposal must contain the full name of the party or parties submitting the proposal. Bidders must comply with the prevailing wage rates on public improvements in Lucas County, Ohio as determined by the Ohio Department of Commerce. The City of Sylvania reserves the right to waive irregularities and to reject any or all bids submitted on any basis and without disclosure of a reason. The failure to make such a disclosure shall not result in the accrual of any right, claim, or cause of action by any successful bidder against the City of Sylvania. Prior to work beginning, the Contractor shall supply the City with the intended haul routes for City approval. All hauling must comply with established legal load limits and all State and local traffic and vehicular laws. State and federal routes shall be used wherever possible. Notifications and Communications: The City shall be notified in writing at least seven (7) days prior to the beginning of any construction operations. The Contractor shall notify the City of the intended schedule of work at least two (2) full working days in advance. The Contractor shall be responsible for notifying and coordinating closures and/or disruptions with local residents. City shall notify local police, fire, EMS, and other appropriate agencies which may require use of the road during construction operations. The Contractor shall not duplicate notification by the City. The contractor shall provide the City with a weekly schedule by noon each Friday. Inspection: All work performed within the scope of this project will be subject to the inspection and approval of the City. Removals: In all sidewalk, drive, or pavement removals edges shall be cut to the nearest joint with neat lines by the use of a power saw. Saw cuts shall be full depth. Restoration & Erosion Control: All yards disturbed during construction shall be fine graded to their original slopes with debris removed and surfaces reseeded. Th-e City will only accept hydroseeding as an approved method of applying seed between March 1 and October 30. The seed shall conform to the following specification: 40% Perennial Rye Grass 40% Kentucky Blue Grass 20% Creeping Red Fescue Uniform thickness of topsoil furnished and placed shall be 4". Additional Notes: 1. The Contractor shall accept delivery of all proposed traffic signal equipment including poles prior to the start of construction. All signal equipment shall be ready to install at the time Stage 1 construction is to begin. 2. Test Holes - Prior to submitting shop drawings for all overhead mast arm supports or traffic signal supports, the contractor shall be required to stake the locations of the foundations in the field and contact the Ohio Utilities Protection Service (OUPS) at no additional cost to the contract. Once completed the contractor and engineer shall field review and confirm if any underground or overhead utilities may be in conflict.
