Sealed bids will be received by the TOWN OF LUTCHER (herein referred to as "Owner") for the construction of the Lutcher Road Program project described as follows: Project Description: Milling, asphalt concrete, pavement patching, concrete curb & gutter. Bidders shall show his/her license number on the exterior of the sealed envelope submitting the bid. The Bidding Documents may be obtained from the office of the Engineer, Crescent Engineering & Mapping, LLC, located at 315 E. Second St., Thibodaux, LA 70301. Printed copies of the Bidding Documents may be obtained from this office upon payment of $100.00 deposit, per set, refundable as per state law upon return of the complete bidding documents within ten (10) days of the bid, unmarked and in good condition. Validation of the Contractor's license and proper classification will be made prior to issuance of Bidding Documents. This Project shall require a Louisiana Contractors license for Classification II - Highway, Street and Bridge Construction. The Owner reserves the right to reject any and all bids for just cause. Such actions shall be in accordance with the Louisiana State Bid Law. The Owner requires that each bidder attach to his/her bid, a certified check, cashier's check, or bid bond equivalent to 5% of the total bid as evidence of good faith of the bidder. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of the Treasury Circular 570. No bidder may withdraw his bid within forty-five (45) days after the actual date of the opening thereof except as provided by law. Any persons with disabilities requiring special accommodations must contact the Town of Lutcher no later than seven (7) days prior to the bid opening. By submission of Bid, Bidder agrees that for each calendar day beyond the Contract Time set forth in the Agreement, and any extension thereof, that the Work remains incomplete, the Owner may retain from the total amount of the Contract Price, as Liquidated Damages the following sums: Five Hundred Dollars ($500.00) a day. The Work will be substantially completed within 90 calendar days from the date identified on the Notice to Proceed from the Engineer. Question Deadline 02/02/2025 All questions about the meaning or intent of the Bidding Documents are to be directed to ENGINEER. All requests pertaining to questions about the meaning or intent of the Bidding Documents received less than ten days prior to the date for opening of Bids may not be answered unless, in the opinion of the ENGINEER, the ambiguity in the Bidding Documents is so significant that it may necessitate postponement of the Bid date and issuance of an addendum to respond to the Bidder's request. Interpretations, clarifications, or modifications considered necessary by ENGINEER in response to such questions will be issued by Addenda Any interpretation, clarification, correction, or modification to the Bidding Documents shall be only by a written addendum. Interpretations, clarifications, corrections or modifications made by any other manner shall not be binding and shall not be relied upon by Bidders. Addenda shall be transmitted in accordance with Louisiana Bid Law.
