Athens State University Property Demolition Bid bonds are to be issued by anacceptable bonding company licensed to do business in the State,with a Power of Attorney, to confessjudgment thereon, with the understanding that it shall guarantee thatthe bidder shall not withdraw hisbid for the guarantee period of sixty(60) days after the scheduled closing time for the receipt of bids; that ifhis bid is accepted, he will enter intoa formal contract with the Owner,and that in the event of a withdrawal of said bid within said period, orthe failure to enter into said contractwithin the time specified, the biddershall be liable to the Owner for thefull amount of the bid guarantee asliquidated damages and not as aforfeit or as a penalty.
