Bayhead Creek Culvert Replacement at Killebrew Lake Road Project Summary This contract provides for furnishing and installing a new precast concrete box culvert to address culvert draining deficiencies along Bayhead Creek beneath Killebrew Lake Road on Orcas Island, San Juan County, WA. Work includes stream diversion; clearing and grubbing with tree and stump removal; roadway excavation and disposal; installation of a precast box culvert; placement and compaction of gravel roadway base; installation of guardrails; asphalt paving; channel reconstruction and habitat restoration; and other work, all in accordance with the Contract Plans, Contract Provisions, and the WSDOT Standard Specifications for Road, Bridge, and Municipal Construction, 2025 edition. Estimated Cost: $ 1.0 -1.6 million Time for Completion: 45 working days (Bid Option 1); 50 working days (Bid Option 2) For this project the County is requiring that bidders submit complete bids for both of the following separate bid options, and reserves the right to award a contract for construction of this project on the basis of the lowest responsive bid from a responsible bidder for either option, or not to award a contract if all bids exceed budget limitations or in the event of unavailability of FEMA funding. Bid Option 1 (Road Closure Option) includes a temporary, full road closure for a maximum duration of 9 consecutive calendar days. (Special Provision 1-08.5). Bid Option 2 (Detour Road Option) includes temporary detour road construction to bypass the project work area and maintain traffic through the site, with a partial road closure.
