Resurfacing Pull-Off Site The County of Spotsylvania, Virginia is seeking bids from qualified Contractors to resurface the existing parking lot of the Todd's Tavern Tourism pull-off site. Work is to include mill and overlay of existing parking lot surface and restripe the lot to its original condition. The County reserves the right to reject any and all bids in whole or in part and to waive any informalities prior to making an award. Bids may be withdrawn at any time before the bid opening. A Bidder wishing to withdraw the bid after bid opening may do so in accordance with Spotsylvania Procurement Policy Section 2-24. All bids shall be accompanied by a Bid Bond from a surety company selected by the Bidder, which is legally authorized to do business in Virginia in the amount of five percent (5%) of the amount of the bid if the bid price is in an amount of or over $100,000. If the bid price is less than $100,000 the County may ask for a bid bond after the opening of the IFB and performance and payment bonds before work commences. In lieu of a Bid Bond, a Bidder may furnish a certified check or cash escrow in the face amount required for the bond. Upon the award of a public construction Contract resulting from this IFB which exceeds $100,000 awarded to the successful Bidder(s) (Contractor(s), the Contractor shall furnish to Spotsylvania County Performance and Payment bonds. If a contract is under $100,000 the County may request the bonds in accordance with the Spotsylvania County Procurement Policy. Question Deadline 02/12/2025 at 12:00 PM ET The Contractor shall reference Attachment C - Site Location for limits of resurfacing and determine all quantities based on specifications below. A site visit is encouraged. Upon completion of an executed Contract, the Contractor shall submit to the Owner for review and approval submittals of all materials to be used prior to the purchase and release of materials. Submittals shall be initially submitted to the Owner no later than 30 days after receiving a fully executed Contract. The Contractor shall close the area for paving activity during normal working hours. Normal working hours shall be considered 7:00 a.m. - 5:00 p.m. Monday thru Friday. The area may be closed for up to but no more than 3 consecutive business days. Work must take place during weekdays, Monday through Friday. Contractor shall be responsible for the following: 1. Obtaining a VDOT Land Use Permit for any work within the state highway Right-of-Way;Removing all parking blocks (if applicable) prior to milling activity. Parking blocks shall be safely stored for reuse and reinstalled after paving activities; 3. Removing all millings from the site, Contractor is responsible for disposal; 4. Mill the existing asphalt to a depth of 4 inches, plus an additional 1 inch to accommodate the volume of the cement that will fluff the grade after the FDR operation is performed; 5. Manipulate/stabilize the existing stone/dirt subgrade to a depth of 12 inches, add .1 pounds of cement per square foot and blend into the soil to increase the strength and form a bridge over problematic soils that may be deeper than 12inches; 6. After mixing, the soil will be compacted with a pad foot roller, fine graded with a laser grader, and compacted with a smooth drum roller; 7. Furnish and install 4 inches of SM-9.5A surface course asphalt in two lifts and rolled with a minimum of a 7-ton vibratory roller to achieve a smooth and uniform surface; 8. Restriping the resurfaced lot in the same orientation and ensure the same existing striping details; 9. Match all existing grade with new asphalt placement at any sidewalk, asphalt, curb or gutter transition; 10. VDOT's WP-2 standard shall apply when tying into an existing road; 11. All maintenance of traffic measures shall be in accordance with current editions of the Manual on uniform Traffic Devices and the Virginia Work Area Protection Manual; and 12. All work zone signing and any other traffic control devices necessary to perform the work. Upon completion of the work, the Contractor shall immediately remove all such temporary devices.
