Question Deadline 05/14/2025 at 3:00 PM ET SCOPE OF WORK GP-4.02 GENERAL PROVISIONS CONTROLLING Supplement with the following: A. In case of difference between small and large-scale drawings, the large-scale drawings shall govern. B. Schedules on any Contract documents shall take precedence over conflicting information on the Contract drawings. C. Omissions from the drawings or specifications or the misdescription of details of work which are manifestly necessary to carry out the intent of the drawings and specifications, or which are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work, but they shall be performed as if fully and correctly set forth and described in the drawings and specifications at no additional cost to the Owner. D. Calculations shall be made for missing dimensions. Figures marked on drawings shall in general be followed in preference to scale measurements. E. The Contractor shall check all drawings furnished him immediately upon their receipt and shall notify the City Engineer of any discrepancies. F. The Contractor and City Engineer shall compare all drawings and verify the figures before laying out the work. The Contractor will then be responsible for any errors which might occur resulting from said layout. G. Standard Details are applicable when listed, bound with the specifications, noted on the drawings or referenced elsewhere in the specifications. H. Where the notes on the drawings indicate modifications, such modifications shall govern. I. All documents and publications (such as, but not limited to, manuals, handbooks, codes, standards and specifications) which are cited in this Contract for the purpose of establishing requirements applicable to equipment, materials, or workmanship under this Contract, shall Project no- 21 - 31787 - MGT: 23004 RFP 25-CC The City will contract with the selected Proposer for all services including, but not limited to, labor, materials and equipment, associated/specialized services, project management, construction, and construction administration of the following: o Provide services required to create complete construction documents, including surveying and drafting, permitting, engineering and inspection of existing conditions. NOTE: Services include making application to the Historical Preservation Committee (HPC), responding to HPC comments, attending required public meetings, etc. Design to be in accordance with HPC approvals. o Provide complete construction documents including construction plans, elevations, detailed drawings with dimensions, architectural renderings, and easement documents. Provide complete project close-out documents including as-built drawings, warranties, operating manuals, etc. o Furnish and install all provisions necessary for sediment control and obtain approval from the Soil Conservation District (SCD) prior to beginning construction. During construction, maintain the site in accordance with the sediment control plan, including inspections and reporting o Perform all demolition work in accordance with the design plans which includes removal and disposal of existing concrete mechanical vault and associated equipment and electrical devices/circuits. o Remove brick veneer treatment between lowermost basin and overflow grates. Veneer to be replaced with approved surface treatment (decorative coping, stone/brickwork, etc.). o Provide/install new prefabricated fiberglass watertight mechanical/electrical vault with sump pump, NEMA 4 rated equipment, exhaust fan, fountain pump, stainless/fiberglass pump control panel and wiring to include UL 508A listing, UV light, filter system, chlorine sanitation system, bypass valves for each system, automatic make-up water, low water pump cut off, high supply water cut off, hand/off/auto maintenance override, LED alarm lights, backflow preventor, ventilation, sump pit and discharge to sanitary sewer. o Provide H20 load rated Bilco-type double doors for vault access. If the access doors are located in the hardscape area of the park, the doors must include a surface treatment that matches the surrounding hardscape and/or aligns with the park aesthetic. o Provide pre-installed ports of entry (all electrical conduits and all water/sewer piping entries) with properly sealed penetrations in the fiberglass vault. Ports will need to be coordinated and installed by the vault manufacturer. o Provide proper bonding system for fountain area and all equipment. o Provide new NEMA 4X rated electrical sub-feed panel in vault. o Replace all electrical circuit conduit, boxes, fittings, hardware, wiring, etc. o Provide all stainless-steel hardware and mounting systems. o Provide/install quick coupler water connection in a secured enclosure/structure for watering/cleaning/maintenance purposes. o Review/evaluate electrical power requirements and water supply for adequacy. Design to include upgrades and all associated utility work. Fountain vault electrical panel must be capable of providing electrical feed for future Phase II park improvements. This does not include streetlights. Refer to sheets E-1 & E-2 of the approved improvement plans o Provide/install submersible, warm-hued LED lights in lowermost fountain basin. Lighting must also be operational when the basin is dewatered/winterized. Fountain lighting to include variable intensity/color LED illumination system. Quantity of lights for ideal illumination to be determined as part of the design, subject to review and approval by the City. o Replace all fountain piping. New piping to include suction for recirculation of water and overflow sensor. The fountain will no longer overflow from the lowermost basin into the grates at pedestrian grade. o Eliminate overflow pit at pedestrian grade. Provide temporary surface grade restoration, such as compacted aggregate material, maintaining positive drainage away from the fountain. Temporary condition to remain, pend Phase II park improvements. o Restore/repair lowermost basin/bowl as necessary. All concrete shall be urethane elastomeric coated (or other approved suitable material). All equipment, penetrations, patches/repairs, etc., in the bowl must be waterproof/watertight, using an appropriate approved treatment for the application. Materials must withstand underwater conditions in all-weather seasons and must withstand exposure to all-weather elements, including UV sunlight. o Remove, restore, and reinstall antique cast iron fountain including, but not limited to, removal of paint and rust, crack and chip repairs, bolt/fastener replacement, primer coatings, apply paint systems as appropriate for submerged and not submerged areas. Restoration to be performed by a qualified restoration specialist. o Cast and install matching replacement for missing decorative gargoyle head figure. Cast and install a new uppermost basin (fourth tier) to replicate original fountain condition as seen in past photographic documentation (attached). Casting molds to be turned over to the City. o Install/adjust/relocate utilities including, but not limited to, storm drain, access structures, PVC conduit, water and sewer services, etc., in accordance with design plans. o Complete all landscaping/green space restoration in accordance with City standards. o Construct/complete all other improvements in accordance with the design plans.
