A timeline for the award has not yet been established.** Delray Beach, Florida ("City") is seeking bids from qualified firms for the installation of baffle walls, analyzers and chemical bulk storage tanks, SCADA/instrumentation improvements and other miscellaneous work at the Water Treatment Plant in accordance with the terms, conditions, and specifications contained in this Invitation to Bid Construction. All Bidders are advised to closely examine the solicitation package. The City of Delray Beach is exempt from Federal and State Taxes for tangible personal property tax. The City of Delray Beach reserves the right to accept or reject any or all Bids, in whole or in part, with or without cause, to waive any irregularities and/or technicalities, and to award the contract on such coverage and terms it deems will best serve the interests of the City. The City of Delray Beach Reserves the Right to Accept or Reject Any or All Bids, in Whole or in Part, With or Without Cause, to Waive Any Irregularities and/or Technicalities, and to Award the Contract on Such Coverage and Terms It Deems Will Best Serve the Interests of the City. The Work consists of: 1. Adherence to construction sequence described in Section 01140 Work Restrictions. 2. Demolition of existing electrical, instrumentation, structural and mechanical systems and equipment shown on the Drawings. 3. The baffle wall construction will be conducted with the Clearwells in operation. As a result, work shall be completed by divers. It shall be assumed that the water level in the Clearwells can fluctuate between any elevation of 4 to 7 feet from the clearwell floor slab. 4. Provision and installation of new baffle walls in the East and West Clearwells. 5. Provision and installation of new chemical feed lines and one sample line within the West Clearwell. 6. Provision and installation of four new ferric chloride feed lines between the ferric chloride metering pump skid in the chemical building and each of the influents to clarifiers 1 through 4. 7. Provision and installation of four new phosphate feed lines between the phosphate metering pump skid in the WTP chemical building and each of the effluents from clarifiers 1 through 4. 8. Provision and installation of new transfer pump control panel LCP-050-500-02. 9. Provision and installation of new hydrofluosilicic acid (known as fluoride) bulk tank and all associated instrumentation and Owner furnished fluoride pumping skid. Work shall include connection to, testing, and commissioning of new equipment with existing day tank, transfer pump, feed pumps, and feed lines. 10. Provision and installation of two new ferric chloride transfer pumps, ferric chloride day tank and all associated instrumentation, mechanical and electrical systems and equipment, and concrete equipment shown on the Drawings, described in the specifications and required for a complete, working ferric chloride storage and transfer system. 11. Provision and installation of two new phosphate transfer pumps, phosphate bulk storage tank, day tank and all associated instrumentation, mechanical and electrical systems and equipment, and concrete equipment pads shown on the Drawings, described in the specifications and required for a complete, working phosphate storage and transfer system. 12. Provision of all PCIS system hardware and software licenses as described in Division 17. 13. Field verification of all PCM panel enclosure dimensions and proposed locations, notifying Engineer in writing regarding any conflicts with panel size or installed location prior to shop drawing submittal. 14. Provision and installation of temporary control hardware and associated electrical work and materials for CO2 System and Clarifier Sludge Blowdown Pumps to maintain automatic operation of each System from Owner's SCADA system. 15. Provision and installation of temporary network panel, associated hardware and electrical work and materials for CO2 System to maintain communication of clarifier influent flow meter signals (F-050-145-11, F-050-145-21,F-050- 145-31, F-050-145-41) and filter pH analyzer signals (AI-050-185-11 and AI-050-185-21) with Owner's SCADA system maintaining existing automatic control of CO2 and chemical feed system until new PCMs are in full operation. 16. Demolition of the following: Chemical System Control Panel, Clarifier Sludge Blowdown Control Panel (existing conduit and wire to remain), and CO2 System wall mounted RTU and PLC equipment. 17. Provision and installation of 4-Log Sample Panel, SP-050-225-21 and all associated instruments, analyzers, enclosures, equipment, and accessories. Analyzers shall be connected to the LAN switch in PCM-050-220-01 via Ethernet/IP communications. 18. Provision and installation of the following control panels: West Clearwell Sampling/Sludge Blowdown Control Panel (PCM-050-220-01), CO2 (Carbon Dioxide) System Control Panel (PCM-050-550-01), Chemical Storage & Feed System Control Panel(PCM-050-500-01), Clarifiers 1&2 RIO Panel (PCM-050-145-11), Clarifiers 3&4 RIO Panel(PCM-050-145-31), and Filter Gallery RIO Panel (PCM-050-185-01),. 19. Installation, including termination, of new and existing signal wiring in the new PCM panels as shown on the P&IDs and listed in the I/O list. 20. Provision and installation of all conduits, wiring and electrical modifications show on the Drawings. 21. Demolish Clarifier 1,2,3,4 insertion mag meter flow indicating transmitter 4-20mA output signal wiring. Install new conduit and wiring between Clarifier 1&2 insertion mag meter flow indicating transmitters and Clarifiers 1&2 RIO Panel. Install new conduit and wiring between Clarifier 3&4 insertion mag meter flow indicating transmitters and Clarifiers 3&4 RIO panel. 22. Demolish 4-20mA output signal wiring from existing Filter pH analyzers, AIT-050-185-11 and AIT-050-185-21. Install new conduit and wiring between pH analyzers and Filter Gallery RIO Panel, PCM-050-185-01. 23. Provision and installation of a fiber optic self-healing ring network for Ethernet/IP communications between the WTP SCADA System and the control panels installed under this Contract. 24. Provision and installation of a new SCADA Network Rack, SNR-050-901-01, with virtualized, redundant SCADA servers and SCADA network equipment in the WTP Admin Building Server Room. 25. Provision and installation of outdoor antennas for 4G/5G cellular and GPS time synchronization devices in SNR-050-901-01. 26. Provision and installation of CAT6 network cable and conduit between WTP Admin Building Electrical Room 112 and SNR-050-901-01 copper patch panel. 27. Programmer shall convert existing SCADA HMI workstation PC based servers to SCADA thick and thin clients, as shown on the Instrumentation drawings. 28. Programmer shall provide new SCADA HMI screens, new PLC logic, SCADA network configuration, and all associated testing and startup requirements. 29. Programmer shall provide temporary PLC logic, SCADA network configuration, and all associated temporary monitoring and control hardware testing and startup requirements. 30. Provision for hardware and software for secure remote access to the SCADA system. 31. Programmer shall configure SCADA system hardware and software for secure remote access by Owner designated staff to have read only access to the VTScada HMI screens. 32. Provision for hardware and software for text message (sms) based alarms send from the SCADA system. 33. Programmer shall configure the SCADA system to generate process alarms that are sent to Owner designated staff via text message. 34. All other materials and incidentals to complete the Work. 35.
