Project Description The Department of Rehabilitation and Correction (ODRC) is seeking professional services to begin planning for the replacement of Lebanon Correctional Institution (LeCI). LeCI houses more than 1,600 offenders with the majority of these offenders being Level 3 offenders. The facility began operations as a State adult correctional facility in 1960. Many of the buildings were constructed in the late 1950s. It is situated on approximately 1,900 acres, with 33 of these acres confined within the campus' secure perimeter. This project intends to plan, design, and build a replacement facility through phases across multiple capital biennia on the existing LeCI site. Master planning, programming, assessments, hazardous material testing and abatement, renovation, building addition, and new construction scopes of work are all expected on this project. To allow continuity in the professional design and construction administration services throughout the phased replacement of Lebanon Correctional Institution, the selected firm is expected to remain on the project until completion. In addition, this project will require concurrent, as-needed investigative and design/engineering services to maintain aging infrastructure at the existing facility throughout the project until the new facility is fully constructed and operational. This may require various assessments and selective design services (including estimates) for the HVAC, Electrical, Plumbing, Technology/IT, Structural, and other aging systems during the project.
