Withdrawal of Proposals Proposals may only be withdrawn electronically prior to the time specified in the Notice Inviting Proposals for the (electronic) opening of Proposals. 3.5. Error The City reserves the right to reject any and all Proposals. Proposers will not be released on account of errors except that the City reserves the right to waive any minor irregularity or informality in any Proposal. 3.6. Rejection of Proposals Proposals may be rejected if they show any alteration in form, additions not called for, conditions or alternative proposal, incomplete proposal or irregularities. The City reserves the right to reject any and all Proposals. 3.7. Prevailing Rates of Wages This Project constitutes a "public works" project within the meaning of California Labor Code section 1720 and is subject to the prevailing wage laws. Proposer should familiarize itself with the prevailing wage provisions in Article 13 (Statutory Requirements) of the City's General Conditions. The City of Santa Monica (hereafter referred to as "the City") is soliciting proposals from qualified firms to develop a comprehensive Permeable Surface Alley Master Plan to determine the optimal locations and types of stormwater Best Management Practices (BMPs) that could be installed along the City alley Right of Ways (ROW) based on review of prior studies and reference materials and proposed geotechnical and soil percolation analysis throughout the City, as well as to develop a library of standard details for future implementation along the alley ROW suited for stormwater BMPs. The agreement would be for a term of five (5) years. The City has designated Jonathan Maldonado, as its contact (the "City Contact") for this request for proposals (this "RFP").
