Working towards the outcomes and objectives identified within this RFP, including appendices and reference documents, the successful Proponent is to apply proven parks-based (non-urban) planning practices in conjunction with appropriate tools and skilled resources to achieve the following end results desired by the Province: A comprehensive Facility Master Plan (FMP) for New Campground Development at Lesser Slave Lake Provincial Park, at the designated location near the north end of Devonshire Beach/ Northshore Day Use Area. Alberta Parks defines an FMP as a comprehensive capital planning document that includes a needs assessment, defines programming requirements, proposes options for long-term development recommendations and presents implementation strategies for infrastructure within a designated Facility Zone on Alberta's Crown Land. The project vision is to develop a new campground with minimum of 60 new campsites within the old raceway/ rodeo grounds at Lesser Slave Lake Provincial Park (LSLPP). Additionally assess and detail required amenities, utility connections, and future expansion sites such as the fixed roof accommodations at Northshore Day Use. The development is to meet growing demands, contribute to tourism growth, enhance camping capacity, improve accessibility for Albertans and address key operational requirements. The work to be accomplished under this project will be sectioned into multiple phases. The work to be completed includes: Phase 1 - Project Initiation and Information Gathering Gather information, review existing studies, and management documents that have been completed for Lesser Slave Lake Provincial Park that pertain to the proposed new campground development. Engage internal staff to determine site end goals, site functionality, and operational concerns. Phase 2 - Assessment and Analysis Conduct the required geotechnical, environmental, utility and investigative studies to inform the Facility Master Plan, reporting phase and conceptual design. Phase 3 - Stakeholder Engagement Coordinate and complete stakeholder engagement with assistance from AFP representative. Engagement will occur with internal and external groups. Phase 4 - Facility Master Plan and Reporting Assemble and submit a "Facility Master Plan" that captures and responds to both the overall and site-specific objectives, strengths, weaknesses, and opportunities. Within the document identify, assess and recommend options for utility planning and servicing. Complete required water infrastructure studies and reporting to identify requirements to achieve potable water connections to the new campground development and future connections within Lesser Slave Lake Provincial Park. Complete study to identify detailed alignment for connection to the municipal water line. Include preliminary costing and validation of various alternatives that will be included within the final Facility Master Plan document. Include conceptual drawings for new campsite development and supporting infrastructure for identified areas. Complete costing to assist with development and implementation strategies for budgeting purposes for initial and future build out of the project. Phase 5 - Issuance of Final Documents and Project Data Final submission of electronic documents and data including the Facility Master Plan, geotechnical reports, survey data, CAD files, pictures, projects files and any relevant conceptual sketches.
