Frisco ISD is currently seeking proposals for monitoring services of the fire alarm and burglar alarm systems throughout the Frisco Independent School District locations as follows: Licensing: All bidding vendors must be licensed in the State of Texas to provide Commercial Monitoring Services for Fire Alarm and Burglar Alarm and should include copies of all State licenses with bid submission. FISD understands that vendors may or may not be contracting actual monitoring services from a third party and brokering those services as part of their bid. Vendors should include with their bid the following information concerning the actual monitoring entity. Name of Facility Address of Facility Owner/Owners of Facility Copies of State and FCC licensing for Facility Relationship of Facility to Vendor It is the responsibility of the successful bidder to meet the construction and code requirements of the State of Texas, the NFPA, the FCC and any other governing or regulatory agency. The successful bidder will also be responsible for meeting any codes, ordinances, or restrictions of the local Authority Having Jurisdiction, including but not limited to: The City of Frisco, The City of McKinney, The City of Plano, and The Town of Little Elm. The successful bidder will be responsible for verifying that the Monitoring Facility also complies with all of the above mentioned requirements AND WILL PROVIDE PROOF OF VERIFICATION to Frisco ISD. Change-Over of Services: Bidding vendor shall submit pricing on a per campus basis for performing the changeover from the existing monitoring company to the new monitoring company. Pricing shall include all programming, data entry, and testing to insure proper system operation. Successful bidder shall perform changeover of some/all facilities at the request of FISD Alarm Techs. There is no minimum number. FISD Alarm Technicians will provide vendor with all database and call list information. Frisco Independent School District is interested in receiving competitive pricing on all items it bids. We value our quality vendors and desire to keep your firm as a supplier. Therefore, please let us know why you are not bidding on this RFP. We will analyze responses to determine if future changes to our solicitation process are necessary. Please type your reasoning in the box provided and then enter your response. Monitoring: Provide monitoring and alarm dispatching of the existing intrusion and fire alarm control panels/communicators for a period of one (1) year with an autorenewal option to continue the monitoring for an additional four (4) years in one (1) year increments at the sole discretion of the District. Provide 24 hour per day 7 day per week monitoring on fire and security alarms transmitted to the central station and provide appropriate dispatch response to the alarm. District shall provide protocols for each school on alarm management and control. 1. Dispatch fire alarm to the appropriate 9-1-1 dispatch center immediately upon receipt of the alarm. 2. Dispatch security alarm to the appropriate 9-1-1 dispatch center immediately upon receipt of the alarm. 3. Provide dispatching special instructions as required. Successful Bidder shall provide monitoring services of electronic fire alarm systems and electronic burglar alarm systems. Contracted monitoring company shall be able to receive and interpret analog and digital signals. Contracted Monitoring Company shall be available for direct contact with District personnel. District personnel shall be able to contact Monitoring Company directly, to set up and edit accounts, call lists, and zone lists. New accounts will be available to District personnel within 24 hours of being requested. New accounts shall be online and active within 24 hours of database submittal. Contracted Monitoring Company shall be able to receive digital signals sent in any of the common, industry recognized formats. These formats shall include but not be limited to SIA, SIA II, Contact ID, 4-2, and 4-3. Contracted Monitoring Company shall be able to receive and dispatch all incoming signals in accordance with ALL CURRENT State of Texas, NFPA, and FCC rules and regulations. Contracted Monitoring Company shall also be able to handle dispatch across multiple call lists, and be able to generate automatic email notifications to District personnel, informing the District of any/all signal received. Contracted Monitoring Company shall be able to provide District personnel with web based internet access to District accounts. This access shall allow District personnel to review and print account information, including zone lists, call lists, and signal history. BACKGROUND Frisco Independent School District (FISD) is located approximately thirty miles north of Dallas, Texas and encompasses seventy-five square miles in Collin and Denton counties including most of the city of Frisco and portions of neighboring Plano, McKinney and Little Elm. Frisco ISD has 12 high schools, 18 middle schools, one intermediate school, 43 elementary schools and three special programs centers serving more than 67,000 students. FISD employs over 8,850 staff in North Texas that support the District's mission: to know every student by name and need. This RFP is issued in accordance with Title 2 of the Code of Federal Regulations (2 CFR) Part 200 requirements to purchase goods and/or services by Frisco ISD using federal dollars. FISD may purchase goods and/or services from vendors qualified through this RFP with local, state, federal, and grant funds. This RFP is a competitive solicitation (TEC 44.031). All procurement activities shall be conducted in a manner that provides maximum full and open competition per federal and state laws and local policies and procedures. By submitting a response to this bid, you agree to provide services on an as needed basis to Frisco ISD. Frisco ISD does not guarantee the volume, quantity or dollar value, to be purchased annually. The actual dollar amount to be purchased from this RFP depends on District needs. (TAC 109.41) Once approved by the Frisco ISD Board of Trustees, this qualification will be in effect for the identified term, with the possibility of four (4) one (1) year automatic renewals. Renewals will be automatically issued providing vendor and Frisco ISD remain in good standing and agree on any changes in pricing or procedure. The final automatic renewal will conclude 5/12/2030. All questions regarding this open solicitation must be submitted through online during the question period. Answers will be published to all bidders, all at once through this system on or before 2/14/2025. Answers will be published to all bidders, all at once through this system on or before 2/14/2025. The initial term of this qualification will commence on the day following Frisco ISD Board of Trustees approval. Renewals will be automatically awarded providing vendor and Frisco ISD remain in good standing and agree on any changes in pricing or procedure. Vendors may decrease pricing at any time. Any increase in pricing must be emailed to procurement@friscoisd.org with supporting documentation. Pricing increases must be approved by the FISD Purchasing Department and will go into effect 90 days from the date it is received.
