This system is inclusive to the Request for Qualifications (RFQ) process. We strongly encourage you to review the entire RFQ, paying close attention to the timelines, submission requirements and required attachments, and ask for any clarifications early in the process. 1.1. Summary If awarded this RFQ the design team will help integrate the addition of four new synthetic turf fields, with a building at the core of the cloverleaf, to the first phase of renovations. Major design elements include: four synthetic turf fields; field lighting; electronic scoreboards; a core building with restrooms, storage, and concessions; hardscape to tie everything together; minor landscape elements. 1.2. Background The Sprinker Recreation Center has been a focus of the Spanaway/Parkland communities for over 40 years since it was first constructed. This focal point of the area has already undergone one phase of renovation which completed in 2024. 1.3. Estimated Notice of Intention to Negotiate a Contract:Approximately six weeks after proposal submission deadline. Estimated Date of Contract Execution :Approximately eight weeks After proposal submission deadline. The scope shall include all design services necessary to deliver a complete set of construction documents that are buildable, fully coordinated, and permitted. Work will include, but not be limited to, the following tasks: A. Review of any existing planning documents, master plans, history, studies, reports, drawings, and property encumbrances. B. Professional survey, physical inspection/inventory of existing park features and facilities. 1. Conduct geological survey to generate a geotech report for distribution to the general contractor. a. Characterize stockpiled soils on the North end of the site. 2. Potentially include an acoustical study related to the neighboring properties along the North side of the site. C. Facilitate steering meetings with staff to guide design and to systematically review design alternatives for the final design. D. Preparation of an accessibility and inclusion plan, design concepts with ROM costs, design development with cost estimating, construction bid package with cost estimating. E. Project permitting 1. Research required permits, submit for the permits, manage the permits until they are issued, report on permit status and issues during the review phase. 2. This project is funded in part by both state and federal grants. The consultant will be required to help with preparation and coordination of all associated reviews, permits, etc. This includes, but is not limited to: NEPA, SEPA, etc. F. The construction phase of the project will be subject to the Build America Buy America Act, the design team will research these requirements and ensure all relevant specifications support said requirements. 1. Support grant reporting if necessary.
