RFQ - Engineering Service Airport Improvement Projects Northwest Alabama Regional Airport Authority, Inc is seeking statements of qualifications from experienced airport planning and engineering consultants to perform services for airport improvement projects at the Northwest Alabama Regional Airport located in Muscle Shoals, Alabama. Possible services will include, but are not limited to, preparation of preapplications and applications for federal and state funding; Disadvantaged Business Enterprise (DBE) plan updates; hangar and other facility designs; taxiways; runways; aircraft parking apron; lighting; master plan; NAVAIDS; air traffic control tower; weather reporting system; roads; and update of the Airport Layout Plan in accordance with current federal, state and local criteria and standards. The following criteria will be used to evaluate and rank the submitted statements of qualifications. 1.Capability to perform services as described in this notice. The selected firm must have engineers registered to perform engineering services in the State of Alabama (20 pts). 2.Recent experience in airport projects comparable to the proposed projects (20 pts). A list of commercial service airports served in the last 5 years would be helpful. 3.Key personnel's professional background and availability for the proposed project (20 pts). 4.Knowledge of the airport and the general geographic area (15 pts). 5.Knowledge of local, state and FAA regulations, policies and procedures (15 pts) 6.Demonstrated ability to meet schedules or deadlines (10 pts). The Airport Authority may select a firm based on the submitted qualifications or seek additional information, which may include interviews, before making the selection. Once selected, the Airport Authority will negotiate a contract with the firm. If unsuccessful, the Airport Authority will negotiate with the second firm and so on until a mutually acceptable contract is reached. The Airport Authority reserves the right to reject all submittals and issue another Request for Qualifications at its sole discretion.
