Site work for a power facility in Kennedy Space Center, Florida. Completed plans call for site work for a power facility.
The requirement is for the design and construction of the Launch Complex (LC) 39 Area Duct Bank System Replacement at NASA Kennedy Space Center, utilizing Design Build Institute of America (DBIA) best practices. The acquisition will follow a Two-Phase Design-Build Selection Procedure under FAR Part 36 and FAR Part 15. Phase I requires offerors to submit proposals detailing their technical approach, technical qualifications, and past performance on relevant projects to demonstrate capability for successful execution. Based on evaluation criteria in the Phase I RFP, no more than three highly qualified offerors will advance to Phase II. Phase II will request detailed technical and price proposals, and the Government will select the best overall value. Unsuccessful Phase II offerors who submit qualifying responsive proposals will receive a stipend of up to $200,000 to offset conceptual design costs. The contract will be firm-fixed-price, with potential incentive milestones, and will be performed on-site. Questions regarding this solicitation shall be submitted via e-mail to the Government Representatives no later than 2:00 PM EST on 11/21/2025.
