The Engineering Division of the City of Helena, Montana seeks the services of an engineering firm to provide services necessary to complete a comprehensive Utility System Supervisory Control and Data Acquisition (SCADA) system master planning effort. The SCADA master plan will include a 2-year network/connectivity plan, a 5-year hardware standardization plan and 10-year comprehensive capital improvement plan. Proposals must include at a minimum: A statement of your understanding of the various aspects of the Project. A discussion of your firm s approach to this Project Your identification of critical project elements with a summary of your strategy for successfully integrating and achieving each of these elements for this Project. A work plan summary and schedule(s) (to begin by January 1, 2025) describing how the goals, tasks and other elements of the Project will be executed and completed. This should include preliminary project task and hour schedules for each task. Key personnel, both within your firm and subcontracted, to be assigned to this Project; this should include their role(s), skills, experiences, and qualification for this Project. Demonstration of the firm/team s relevant experience and examples of successfully completed similar projects, with an emphasis on recent and related projects. A list of names and phone numbers of client references that would be most knowledgeable of your firm s performance on similar projects. Please verify all reference names and contact details prior to inclusion of references in proposal. Proposals limited to 15 pages, one sided, no smaller than 10 pt. font, with one hard copy and one electronic copy of the proposals submitted to the City for review. Page limits do not include a cover page. A City selection committee will select one or more firms submitting a proposal as finalists. Finalists may be interviewed and members of the project team designated in the proposal will be asked to present their qualifications, proposal, and answer questions from the selection committee. One finalist will be selected to submit a formal scope of work and to negotiate a contract with the City. If an appropriate agreement cannot be reached with the highest-ranked firm, the second-ranked firm will be invited to submit a proposal and negotiate a contract with the city, and so on. The City reserves the right to reject any or all proposals and re-advertise, to waive any irregularities in the proposals, and to accept the proposal that best benefits the City. The City of Helena reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed as well as the right to reject any and all responses deemed unqualified, unsatisfactory, or inappropriate. All proposals become the property of the City of Helena. The City is not responsible for costs associated with preparing qualifications statements and proposals in response to this RFP.
