Bidders are expected to inspect the site of the work and to inform themselves regarding all local conditions. Working time for this Contract is Ninety (90) calendar days. Time will be counted from the date of Notice to Proceed. The Owner reserves the right to accept or reject any or all Proposals or Bids, to waive technicalities, to make any investigation deemed necessary of a Bidder's ability to perform the work covered by the Specifications, and to accept what in the judgement of the Owner is the best bid.
