The Village of Lake Isabella, through the Joint Lake Restoration Committee, requests proposals for dredging an area of Lake Isabella adjacent to Riviera Park, removing up to 11,852 cubic yards of spoils per plans approved by the State of Michigan Department of Environment Great Lakes and Energy (EGLE). The project involves a combination of mechanical and hydraulic dredging in an area of Lake Isabella between Playa Park and Riviera Park in the northwest corner of the community, south of the Rolland Road bridge over the Chippewa River. The preferred timeframe of this project is late summer and early fall of 2025. The Village of Lake Isabella reserves the right to reject any and all bids, and waive any bid irregularities.For questions pertaining to a particular notice, please call the Village Hall during normal business hours. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. General Description of Project: This project is for the removal of up to a maximum of 11,852 cubic yards of spoils from the bottomlands of Lake Isabella. The location of the project area is adjacent to Riviera Park, located on Carmen Drive in the Village of Lake Isabella. From Riviera Park, the project area continues northward along the eastern channel of the lake/river to an area adjacent to Playa Park. Specifically, this project requires: 1. Permit administration: Removal of spoils within the conditions of the approval permit. 2. Project management: Site preparation for the commencement of dredging, general oversight of dredging operations, completed work inspections, and activity coordination at the disposal site to ensure permit compliance. This includes coordinating project boundary areas with representatives of the Joint Lake Restoration Committee. Removal of spoils is to occur in a continual direction, moving upstream from the southernmost point of the project area. 3. Removal of a maximum of 11,852 cubic yards of sediment from the lake bottom in accordance with the approved plans and specifications of the dredging permits and relocate the spoils to the disposal site. Dredged spoils are to be graded and seeded once all spoils have been relocated to the site(s) in accordance with permit conditions. Specific conditions that must be adhered to during the restoration project are outlined in the approved permit and include but are not limited to the following: o In wetland areas, construction must be undertaken during the dry period, once it is dried. If the wetland area does not dry out, equipment mats are required to prevent compaction of the soil. o No work shall occur within the fish spawning or migration period unless approved by the MDNR Fisheries Division. o Before commencement of dredging activity, the entire dredged area shall be enclosed with a turbidity curtain to prevent off-site siltation. o No work or dredging in the water may occur between October 15 th and the following May 15 th . Work on bottomlands exposed during the normal winter drawdown may occur during this window
