Question Deadline 02/14/2025 Questions regarding the RFQ documents should be submitted in writing by emailing the district's project manager, Matt Kilmartin, at M.Kilmartin@thprd.org. All questions must be received 10-days prior to the quote date. Quotes from qualified Contractors for public improvements to Cedar Hills Park located in Beaverton, Oregon. Improvements include the relocation of the park's existing stormwater retention pond with related utilities and incidentals. Cedar Hills Park is an existing established community park located near the intersection of SW Cedar Hills Boulevard and SW Walker Road in Beaverton, Oregon. The park features athletic fields, sport courts, a splash pad, community gardens, playgrounds, picnicking, pathways, and open space. The park property fronts both SW Cedar Hills Blvd and SW Walker Road. Primary vehicular access to the park is from SW Cedar Hills Blvd, and the park includes shared access to the Beaverton School District's William Walker Elementary School located directly to the east of the park property. THPRD completed renovations to Cedar Hills Park in 2018/19. At that time a stormwater retention pond (storm pond) for the park was permitted and constructed within the southeast corner of the park. Since then, Washington County land use & transportation staff have expressed concerns about the proximity of the storm pond to the SW Walker Road public right-of-way related to the county's plans to widen Walker Road along the park's frontage in the future. To accommodate the county's future road improvements, THPRD has agreed to relocate the park's storm pond farther away from the Walker Road right-of-way (e.g. approximately 10-feet into the park to the north). THPRD has procured and paid for all land use and site development permits required for the project improvements by the City of Beaverton. o The selected Contractor will be responsible to procure and pay for any over-thecounter trade permits required by the City to complete the project, such as electrical, mechanical, plumbing, etc. A trade plumbing permit is anticipated but is still to be determined. o No work is anticipated or permitted to occur within the public right-of-way of SW Walker Road, which is under the permitting jurisdiction of Washington County. Relocation of the park's storm pond requires excavation and grading of the storm pond facility, demolition and construction of storm utilities, salvage and placement of riprap minor demolition and repair of park amenities, repair and installation of irrigation, installation of plantings/seeding, and site restoration. The selected Contractor shall furnish all materials, labor, tools and equipment necessary to complete the Work as specified in the Construction Documents. This project is a public improvement to a private stormwater facility and must be completed within a single construction season during dry weather. THPRD anticipates the construction period to be less than two months and prefers the earthwork to be completed during August, with site restoration coinciding with the district's seasonal planting provisions: o Fall Planting Period: September 1 - November 15 o Fall Permanent Seeding Period: September 1 - October 15 The Tualatin Hills Park & Recreation District reserves the right to reject any quote not in compliance with this Request for Quotes or with all prescribed public contracting procedures and requirements, and may reject for good cause, any or all quotes upon a finding that it is in the public interest to do so, and to waive any and all information in the best interest of the district For general questions or assistance, contact Matt Kilmartin at (503) 567-0509 or email M.Kilmartin@thprd.org The contract value for this work is estimated at $70,000 to $80,000. *The value for this project is based on a financial range.
