This project requires 26% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 25, 2025, at 10:00 AM at the Region One/District One Office in Schaumburg. The department anticipates this project will be delivered using the Design-Build method as defined in the Department's Innovative Project Delivery (IPD) Manual and Guidelines. The Consultant will have the role of Construction Oversight Team (COT). Refer to the IPD Manual and Guidelines for defined roles and responsibilities under the Design-Build delivery method. The scope of work for the COT will commence after the department awards a Design-Build contract for the design and construction of the project. If the department is unsuccessful in awarding a DB contract, the department may choose to reprocure the Design-Build contract or may choose to utilize Design-Bid-Build delivery and have the COT proceed with traditional Phase III services.
