Notice is hereby given that the Purchasing Manager of the City of Carson will accept proposals for: CITYWIDE MUNICIPAL FIBER OPTIC NETWORK UTILITY UNDERGROUNDING AND EXCAVATION CONSTRUCTION PHASE I QUESTIONS DEADLINE: 02/17/2025 | 10:00 AM All questions or requests for interpretation regarding this RFP must be submitted online through online. The City reserves the sole right to evaluate the proposals submitted, waive any irregularity therein, approve sub-consultants (if applicable), and select or reject proposals, should such action be deemed in the best interests of the City. The City of Carson currently has approximately 1,000 linear feet of underground fiber optic cabling throughout the City with plans for a citywide expansion of the network, primarily in the City’s Public-Right-of-Way. The City intends to coordinate the construction schedule and enhance project management through integration of Phase I Fiber Optic Network construction with the City’s major construction projects. The primary objective for the Citywide Municipal Fiber Optic Network Utility Undergrounding and Excavation Construction Phase I RFP is to solicit a lump sum bid from qualified bidders, including bidder’s estimated project schedule and total estimated number of calendar days to complete construction, award a contract with a UCC to construct Phase I of the City’s municipal fiber optic network, including coordination of underground service alert site walks, traffic control plans and services, and serve as a primary point of contact for all resident inquiries related to the construction. City will utilize the Agreement to also establish rates for any required change orders that result in an additional scope of work greater than the original scope included in the Phase I design. Therefore, bidders are required to submit their lump sum bid for the Citywide Municipal Fiber Optic Network Utility Undergrounding and Excavation Phase I Construction Job Design (Exhibit B), AND submit their Bid Schedule 1001 (Exhibit A). The City of Carson reserves the right to add to, or delete from, the quantities of the awarded contract at any time. C.1 SCOPE AND LOCATION OF WORK The work under this contract shall be performed Citywide, within and for the City of Carson and consists of furnishing all labor, materials, equipment, apparatus, transportation, supervision, services, and performing all work necessary and incidental to the construction of the Utility Undergrounding and Excavation. The work shall consist of the construction of an underground fiber optic system including the excavation, cutting and removal of existing pavement; furnishing and installing HDPE, galvanized steel and PVC conduits; excavating for, furnishing and installing precast polymer pull boxes, concrete foundation for service cabinets (including anchor bolts), trenching, backfill; compaction; traffic control (including signs and barricades); temporary lighting if necessary; temporary paving; permanent pavement; and everything called for in the specifications whether or not specifically noted in this paragraph.
