This project requires 24% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 23, 2025, at 9:00 AM at the Region Two/District Three Office in Ottawa. Phase I/II engineering services are required for various projects throughout District Three. Phase I engineering studies, if required, may consist of conducting route surveys, land surveys, hydraulic analysis and reports, geometric studies, environmental studies, safety studies including crash analyses, preparing project reports, and reviewing geotechnical reports. This work may include data collection, development of alignment alternatives, cost estimates, traffic management analysis, crash analysis, bridge condition reports, TS&L drawings, and other related work and exhibits necessary to complete the Phase I preliminary engineering. Phase II work, if required, may consist of, data collection, conducting route surveys land surveys, hydraulic analysis, geometric studies, structure plans, roadway plans, and any other related work to complete final plans and specifications, as necessary. The Consultant staff should further be knowledgeable in ADA/PROWAG requirements. The estimated engineering fee for this project is $2,500,000. The completion date for this contract will be 60 months after authorization to proceed. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Freeways) Location Design Studies (Rehabilitation) Structures (Highway: Typical) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
