This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on May 06, 2025, at 1:30 PM at the Region Two/District Two Office in Dixon. Phase I and/or II engineering services are required for various projects throughout District Two and will report to the District's Senior Permit Technician. This work may include review of development plans for compliance with IDOT District 2 Drainage Manual and providing recommendations related to the issuance of drainage permits. The Phase I and II work orders may consist of reviewing and verifying hydraulic surveys, hydraulic analyses, verifying culverts sizing and drainage calculations, reviewing drainage studies based on CADD files provided, determining the need for detention basins, geometric studies, field checks, attending coordination meetings, providing district staff with findings of reviews and other engineering tasks to assist the Senior Permit's Technician. This work may include data collection, outside agency coordination, coordination with permit applicants and other related activities essential to provide the department with the necessary information to approve permits. The Consultant will also need to reference the IDOT Drainage Manual, the Bureau of Design and Environment Manual and other related materials to make the required determinations. In addition, general Phase I and Phase II work may be completed by conducting route surveys, land surveys, hydraulic surveys, hydraulic analyses, geometric studies, and preparing Project Reports anticipated to be Categorical Exclusions. This work may include data collection, development of alignment alternatives, cost estimates, ADA, traffic management analysis, crash analyses, Type, Size and Location (TS&L) drawings, bridge inspections, bridge condition reports (BCRs), structure plans, public involvement activities, environmental tasks, surveys, ROW documents and other related work and prepare exhibits necessary to produce the Project Report. Phase II work, if required, may consist of conducting route surveys, land surveys, hydraulic analyses, geometric studies, and preparation of TS&L drawings, structure plans, roadway plans, and any other related work to complete final plans, special provisions, and estimates.
